SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 -

SECURITY IN-OFFICE INSPECTION REPORT 05000361/2007402 AND 5000362/2007402 - NOTICE OF VIOLATION

Dear Mr. Rosenblum:

This refers to the in-office inspection conducted between October 30, 2006, and February 2, 2007, of your San Onofre Nuclear Generating Station facility. The purpose of the inspection was to follow up on security events that occurred between January 1 and February 15, 2006. The enclosed report presents the results of this inspection, which were discussed on February 16, 2007, with Mr. J. Todd, Manager, Security, and other members of your staff.

Based on the results of this inspection, the NRC has determined that two Severity Level IV violations of NRC requirements occurred. The violations were evaluated in accordance with the NRC Enforcement Policy included on the NRC's Web site at www.nrc.gov. The violations are cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding them are described in detail in the subject inspection report. The violations are being cited in the Notice because willfulness was involved.

You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. The NRC will use your response, in part, to determine whether further enforcement action is necessary to ensure compliance with regulatory requirements. Southern California Edison Co. -2-In accordance with 10 CFR 2.390 of the NRCs "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public document Room or from the Publicly Available Records (PARS) component of NRCs document system, ADAMS. ADAMS is accessible from the NRC Website at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). However, because of the security-related concerns contained in the enclosure, and in accordance with 10 CFR 2.390, a copy of this letters enclosure will not be available for public inspection.
