SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 - NRC EXAMINATION REPORT 05000361/2007302; 05000362/2007302
Dear Mr. Rosenblum:
On December 12, 2007, U. S. Nuclear Regulatory Commission (NRC) simulator scenario examination retakes were completed at the San Onofre Nuclear Generating Station, Units 2 and 3. The enclosed report documents the examination findings, which were discussed on December 17, 2007, with Mr. B. Arbour, Simulator Support and Exam Supervisor.
The examination included the evaluation of three applicants for operator licenses. The simulator scenarios were developed using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9. The NRC license examiners determined that all three applicants passed the simulator scenario examination and the appropriate licenses will be issued following resolution of waivers that were granted for the examination.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter, its enclosure, and your response (if any) will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). SUMMARY OF FINDINGS

Station; Retake Operator Licensing Examination Report.
The NRC examiners evaluated the competency of two applicants for an operator license and one applicant for a senior operator license at the San Onofre Nuclear Generating Station. The licensee developed the examination using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9. The simulator scenarios were administered by the NRC examiners on December 11-12, 2007. The NRC examiners determined that the applicants passed the simulator portion of the operating test, and the appropriate licenses will be issued following resolution of eligibility waivers that were granted for the applicants.

.1 Operator Knowledge and Performance
a. Examination Scope
This examination was a retake of the simulator scenario portion of an operator licensing examination that was administered on June 4-8, 2007. The applicants for that examination passed the written examination but failed the simulator scenario portion of the operating test. The three applicants applied for a retake of the simulator portion of the operating test and requested waivers for the written test, the job performance measures portion of the operating examination, and the generic fundamentals examination. These waivers were granted by the NRC.
On December 11-12, 2005, the NRC administered the simulator scenario examination to the applicants. The NRC examiners determined that all three applicants passed the simulator scenario examination, and the appropriate licenses will be issued following resolution of the generic fundamentals examination waiver that was granted.
b. Findings
No findings of significance were identified.
.2 Initial Licensing Examination Development
a. Examination Scope
The licensee developed the examination in accordance with NUREG-1021, Revision 9.
All licensee facility training and operations staff involved in examination preparation and validation was on a security agreement. The facility licensee submitted the draft scenario examination outline on November 13, 2007. The chief examiner reviewed the scenarios against the requirements of NUREG-1021, Revision 9, and provided comments to the licensee on November 14, 2007. The licensee satisfactorily completed comment resolution on November 20, 2007.
b. Findings
The chief examiner determined that the examination initially submitted by the licensee was within the range of acceptability expected for a proposed examination.
No findings of significance were identified.
.3 Examination Security
a. Examination Scope
The examiners reviewed examination security and plans for applicant control with licensee personnel with respect to NUREG-1021 requirements.
b. Findings
No findings of significance were identified.

The chief examiner presented the examination results to Mr. B. Arbour, Simulator Support and Exam Supervisor, on December 17, 2007. The licensee acknowledged the results presented.
The licensee did not identify any information or materials used during the examination as proprietary.
