RE: Safety Relief Valve Multiple Consecutive (Multivalve Second) Actuation Bailly Generating Station, Nuclear i Docket No. 50-367

Dear Mr. Keppler:

By letter dated November 10, 1977, Northern Indiana Public Service Company (NIPSCO) advised you of a potential deficiency regarding possible multiple consecutive actuation of safety relief valves that may be reportable under 10 CFR 50.55 (e). We further advised that in order to determine whether the potential deficiency is reportable under 10 CFR 50.55 (e), a plant unique analysis of this matter would be required.

Because construction of NIPSCO's Bailly Generating Station, Nuclear 1 (Bailly) has been halted for more than two (2) years pending com-pletion of the NRC's review of foundation piles, the projected construction schedule for Bailly has been substantially delayed and the plant unique analysis for Bailly with respect to this matter is not complete as of this date. We will continue to follow this matter and will advise you when the analysis for Bailly is complete, or by January,1982.

Very truly yours, (W E. M. Sherb EMS:jb CC: Director of Inspection and Enforcement '/
