Andrews -506A White Horse Pike Haddon Heights, NJ 08035 Dear Representative Andrews: The League of Women Voters opposes the license renewal application of the Oyster Creek Nuclear Plant in Lacy Township, Ocean County, NJ and supports the New Jersey Department of Environmental Protection's request to the Nuclear Regulatory Commission (NRC) for a hearing ancrpetition to Intervene in the license -renewal process because of grave safety problems at the plant.We ask you to take an immediate and active role, using the power of your office, to make sure the NRC guarantees a public hearing for the State of New Jersey and by extension to its citizens.

Because the NRC may decide on the NJ Department of Environmental Protection's petition within the next several days, your immediate action is critical.

Remember that this plant is the oldest operating nuclear generating station in the entire United States.The NJ DEP's brief clearly states the issues and highlights include:* The prospect of severe accidents, including terrorist attack by air.* The Nuclear Regulatory Agency permission for AmerGen (the plant owner) to use a more lenient standard than is defined in current regulations.

This will allow lowering the margin of safety for metal fatigue in critical reactor coolant locations.

  • The lack of assurance that sufficient backup power is available in the event of station blackout.* As stated in the brief, "Public assurance that Oyster Creek's continued operation does not represent an unnecessary risk to the citizens of New Jersey is essential.

Oyster Creek, being the oldest operating nuclear plant, would be the first practical test of nuclear operations beyond a 40-year license'.* The Nuclear Regulatory Agency is attempting to reject the State's valid concerns out of hand; even though NJ DEP's highly qualified nuclear staff has monitored Oyster Creek for many years and Is deeply aware of--it strengths and wakniesses.

The fact that the NRC has accepted the petition of a local citizen's coalition regarding corrosion in the critical drywell liner of the plant, is added proof that all is not well at Oyster Creek.Thank you for your prompt consideration of our request and these very serious concerns.
