SUMMARY

OF APRIL 19, 2016, TELECONFERENCE WITH PSEG NUCLEAR LLC ON THE UPGRADE OF HOPE CREEK GENERATING STATION'S POWER RANGE NEUTRON MONITORING SYSTEM TO A DIGITAL POWER RANGE NEUTRON MONITORING SYSTEM (CAC NO. MF6768) On April 19, 2016, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of PSEG Nuclear LLC (PSEG, the licensee).

The purpose of the teleconference was to discuss the license amendment request (LAR) submitted by PSEG on September 21, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 15265A223}, which would allow for the replacement and upgrade of the existing analog Average Power Range Monitor (APRM) subsystem of the Neutron Monitoring System with the General Electric-Hitachi digital Nuclear Measurement Analysis and Control Power Range Neutron Monitoring (PRNM) system. The PRNM upgrade also includes Oscillation Power Range Monitor capability and will allow full APRM, rod block monitor, Technical Specification Improvement Program implementation, and will include application of Technical Specification Task Force (TSTF) Traveler-493, "Clarify Application of Setpoint Methodology for LSSS Functions," to affected PRNM functions.

The teleconference notice and agenda, dated February 5, 2016 (ADAMS Accession No. ML 16036A 154), were previously provided.

A list of attendees is enclosed.

The teleconference was one in a series of publicly noticed teleconferences to be held periodically to discuss the issues associated with the NRC staff's LAR review. Preliminary issues that the NRC staff identified during the initial review and the licensee's responses to the preliminary issues, as detailed in the updated Issues List, were discussed during the teleconference.

The updated Issues List (DOC-0006-2118 R2) discussed during the teleconference is available in ADAMS at Accession No. ML 16141A368.

Issues that require a formal docketed response from the licensee will be requested via a future request for additional information (RAI) from the staff; these issues are designated accordingly in the "RAI No." column of the Issues List. Highlights from the April 19, 2016, teleconference include the following:

  • The licensee informed the NRC staff that it expects to submit the application for Maximum Extended Load Line Limit Analysis (MELLLA+)

following its planned future measurement uncertainty recapture power uprate submittal.

  • The licensee stated that it will place a representative power-to-flow map for the Hope Creek Generating Station in the project reading room for NRC staff review (Item No.18).
  • The licensee stated that, in the next update of the Issues List, it would provide a clarification to the Item No. 20b response, justifying the proposed changes to Technical Specification 6.9.1.9, "Core Operating Limits Report."
  • The NRC staff requested that the licensee place document NP-2230, Part 3, "A 1WS Frequency of Anticipated Transients" (Item No. 22), in the project reading room for NRC staff review. The licensee stated that it could not place the Electric Power Research Institute (EPRI) report in the project reading room without prior approval from EPRI; however, the NRC could view Table F-1 in the Columbia Generating Station (CGS) PRNM submittal.

The NRC staff agreed to look at the CGS document.

  • The NRC staff noted that several of the issues under the Reactor Systems Branch scope are still under review and that the staff will be prepared to discuss them in more detail during the next conference call.
  • The NRC staff clarified that Item Nos. 25a and b are post-amendment confirmatory items; no PSEG response is required.
  • Regarding Item No. 26, the NRC staff requested that the licensee place Table F-1 of Appendix I in the project reading room for staff review. The licensee stated that it could not place the EPRI report in the project reading room without prior approval from EPRI; however, the NRC could view Table F-1 in the CGS PRNM submittal.

The NRC staff agreed to look at the CGS document.

  • Following the call, the licensee and the NRC staff agreed to cancel the scheduled May 17, 2016, teleconference to allow the staff additional time to review the licensee's responses in more detail. The next scheduled teleconference will be held on June 21, 2016. Members of the public were not in attendance.
