OF MARCH 29, 2006, ANNUAL ASSESSMENT MEETING WITHDOMINION NUCLEAR CONNECTICUT AND THE CONNECTICUT NUCLEAR ENERGY ADVISORY COUNCIL (NEAC)On March 29, 2006, at 3:00 p.m., an Annual Assessment Meeting was conducted at the Lelan F. Sillin Training Facility, Waterford, CT, between the Nuclear Regulatory Commission(NRC) and Dominion Nuclear Connecticut (Dominion). The NRC requested the meeting withDominion management to discuss the NRC's assessment of the safety performance of theMillstone Nuclear Power Plant for calendar year 2005. At 6:00 p.m. the same day a jointmeeting with NEAC was conducted at the Waterford Town Hall, Waterford, CT, to discuss the implementation of the Reactor Oversight Process and to answer questions regarding the Millstone Nuclear Power Plant performance for calendar year 2005.The NRC presented and discussed its assessment of the safety performance of MillstoneUnits 2 and 3 for the period between January 1 through December 31, 2005. The NRC presentations included a discussion of the reactor oversight process, general background on both plants, performance assessment results, and an overview of calendar year 2006 planned inspections. As part of the annual assessment meeting at 3:00 p.m., Dominion presented anoverview of their performance in the areas of post-maintenance testing and operabilityevaluations. At the 6:00 p.m. meeting, the NRC provided NEAC with an overall assessment ofplant performance and with specifics concerning selected inspection findings.The public observed both meetings and was offered the opportunity to communicate with the NRC regarding Dominion's performance at Millstone and the role of the Agency in ensuringsafe plant operations. At the end of both meetings, the NRC answered questions from thepublic including a discussion of events and issues that occurred at the Millstone units over theprevious year and the effluents that were released.
