TheSGsnubbersarenotrequiredtobefunctionally tested,sincesnubberlockupisnotacrediblefailuremode.However,extensive maintenance isperformed onthesesnubbersinordertocomplywiththe"snubbersealservicelifemonitoring" Technical Specification 4.14.1.f.

Thatmaintenance isdescribed inProcedure M-40.7,whichprovidesinstructions forremoval,inspection, maintenance, test,andreinstallation ofAnker-Holth snubbersonthesteamgenerators.

Theseactivities includedisassembly,

cleaning, replacement

.ofallsealsandreplacement ofhydraulic fluid.Following therebuilding ofthesnubber,ahydrostatic testisperformed oneachsnubbertoverifypressureintegrity andsealinstallation.

Theseactivities areperformed atamaximumofa10yearintervalsoastoensuresnubbersealservicelifeisnotexceeded..

Theresultsofthismaintenance arerecordedintheplantrecordsinaccordance withproposedTechnical Specification 6.10.2.m.

All16steamgenerator snubbershavebeen.rebuilttwiceeachsinceplantstartup.2.ResonsetoNRCStaffestiononMechanical SnubbersTheStandardTechnical Specifications statethatmechanical snubberfunctional testacceptance criteriainclude:"Dragforceshallnothaveincreased morethan50%sincethelastfunctional test."Inlieuofthis,RG&Eprovidesthefollowing meansofmonitoring snubberdragforcesintheGinnaStationSnubberInspection andTestProgram.Theprogramrequiresfunctional testresultstobereviewedtodetermine acceptability ofresults.Ifdragforce.isnotgreaterthan1%ofsnubbernormaldesignload,thesnubbermaybeinstalled inanylocation.

Ifsnubberdragforceisbetween1-oand5%,thesnubberacceptability isbasedonatablecorrelating snubbersizewithpipesize.Overa5%dragisconsidered unacceptable.

However,anysnubberwithadragforcegreaterthan2%isconsidered degradedandisrequiredtoberepairedorr'eplaced asapreventive maintenance measure.Thus,RG&Econsiders thattheidentification ofpotential degradation relativetorequiredsnubberfunctionisconservatively evaluated andmonitored inourpresentprogram.
