SUPPLEMENTAL INFORMATION NEEDED- A CCEPTANCE REVIEW: Relief Requesting North Anna, Unit 2, 4th Interval N-770-1 Limited Examinations-OUTAGE RELATEDBy letter dated April 4, 2013, Virginia Electric and Power Company (Dominion) submitted a relief request for North Anna Power Station, Unit 2. The proposed relief request would implement the alternative to the required volumetric examination coverage as required by Code case N-770-1. The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff

's acceptance review of this relief request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed tech nical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Pursuant to Sections 50.55a(a)(3)(i) and 50.55a(a)(3)(ii) of Title 10 of the Code of Federal Regulations (10 CFR), the applicant shall demonstrate that the proposed alternatives would provide an acceptable level of quality and safety, or that compliance with the specified requirements of Section 50.55a would result in hardship or unusual difficulty without a compensating increase in the level of quality or safety.

The NRC staff has reviewed your application and concluded that the information delineated here with is necessary to enable the staff to make an independent assessment regarding the acceptability of the proposed amendment/relief request in terms of regulatory requirements and the protection of public health and safety and the environment.

In order to make the application complete, the NRC staff requests that Dominion supplement the application to address the information requested by April 22, 2013. This will enable the NRC staff to begin its detailed technical review. If the information responsive to the NRC staff's request is not received by the above date, the application will not be accepted for review pursuant to 10 CFR 2.101, and the NRC will cease its review actives associated with the application. If the application is subsequently accepted for review, you will be advised of any further information needed to support the staffs' detailed technical review by separate correspondence.

The information requested and associated time frames in this letter were discussed with Jay Leberstien your staff on April 17, 2013.

The NRC staff identified that the following information is needed:

  • The duration and technical basis for the original relief request was written for the expected 88 percent coverage described in the April 4 submittal. Please provide a revised technical basis for the lower coverage obtained for the C loop welds. The technical basis should address the low coverage for axial flaws achieved. Also include the technical basis for the continued operation of the North Anna Unit 2 for the duration of the relief request. As part of this technical basis the licensee should consider a flaw analysis of the time for smallest detectable flaw to reach 75% through wall in the welds.
  • Please ensure that the drawings and coverage maps supplied for the C-loop are accurate.
  • It was stated in the April 17 phone call that the C loop hot leg and cold leg welds both have weld repairs 360 degrees around the weld that extends 2.4 inches deep. Please describe these weld repairs.

2* Many issues would be resolved by inspecting the C loop welds from the inner diameter. Please describe the hardship imposed by conducting an examination from the ID this outage?

  • How would the hardship change if the inspection was done in the next outage?
