4.4 CTU The Central Terminal Unit (CTU) of the RSIHS 4.5 Command Node The mode of operation on the CTU which allows transmissions to be received and sent.
4.6 Emer enc Broadcast S stem EBS A system of radio stations organized to permit designated government officials to issue expedient emergency information and instructions in threatened or actual emergencies.
4.7 Fail The status corresponding to the condition that exists when a portion of a siren activation fails to work properly.
4.8 Growl Test A test in which the siren is activated in th'e Alert Node, then immediately canceled. In effect, the siren sounds for a portion of one-cycle.
4.9 Node The current Remote Siren Interrogation Honitoring Subsystem (RSIHS) mode of operation either Alert, Cancel, Attack, Fire, Test, or Idle.
4.10 Nonitor Node The mode of operation on the CTU which allows transmissions to be received but not sent.
4.11 Notorola S stem Intrac The Hotorola Intrac 2000 Radio Alarm and Control System. This is a "send only" system.
4.12 No Comm A displayed siren state indicating a total loss of all communication with a siren or sirens.
4.13 Normal The status corresponding to a routine monitoring condition.

- 4. 14 Oswe o Count Prom t Notification S stem PNS The system used for alerting and warning the population of Oswego County through .use of sirens and tone alert radios. The alerted population may turn to designated radio stations of the Emergency Broadcast System (EBS) for emergency information and instruction.
4.15 Outdoor Warnin Sirens Outdoor warning sirens located in heavily populated areas within the 10 Mile Emergency Planning Zone (EPZ) designed to alert the general population. Sirens are considered a portion of the PNS.
4.16 RSIMS This system monitors system status and activation.
4.17 RTU The Remote Terminal Unit of the Butler Series 9000 Telemetry System.
There is an RTU associated with each of the 37 sirens. The RTU can be used to monitor its respective siren activity and to activate the siren.
4.18 ~Tam er The condition corresponding to a status change due to attempted tampering with an RTU at a siren site.
4.19 Test The mode corresponding to a mode change due to a test condition.
4.20 Tone-Alert Radio S stem A radio receiver system used to alert low density population areas (residential and commercial 'buildings) in an emergency situation.

ATTACHMENT 1 SYSTEM DESCRIPTION 1.0 SYSTEM COMPONENTS Sirens
~ Tone Alert Radios
~ Emergency Broadcast System 2.0 SYSTEM COMPONENT DESCRIPTION 2.1 Sirens a ~ There are 37 sirens within the 10 mine EPZ. Their purpose is to notify the public of an incident at NHPNS or JAFNPP within 15 minutes. Upon hearing the siren, the public should tune to an EBS station for information.
- b. They are primarily located within a 5 mile radius of the site, along the lakeshore, and in heavily populated areas.
C. Siren locations are contained in Figure 1. 1. Circuit identification for sirens are contained in Figure 1.2.
- d. Sirens are tested as follows:
~ Bi-weekly siren test (Attachment 2)
~ quarterly full-cycle test (Attachment 3)
~ Annual full-cycle test (Attachment 4)
- e. Sirens are serviced annually in accordance with Attachment 5, and as-needed to maintain operability.
Activation of the sirens is via the Motorola Intrac System. This consists of a receiver at each siren, and a control/sending unit at the County EOC and County Warning Point. Each control/sending unit utilizes a redundant VHF transmitter. Additionally, a receiver at each facility indicates the successful transmission of a siren "all-call". The capability exists to activate sirens individually, or all at once.
- g. Monitoring of system status i s accompl i shed vi a the Remote Siren Interrogation Monitoring Subsystem (RSIHS). The RSIMS gives near real-time status of each siren, and provides for the verification of actual siren activation for incidents and testing. The system consists of a receiver/transmitter at each siren and at the County EOC and Warning Point, and a computer/visual display at the County EOC and Warning Point.

The system monitors electrical power, system tempering, audible and (where necessary) rotation. The activation capability of RSIHS has been retired in place.
- h. The siren system meets the design criteria required in FENA-REP-10.
2.2 Tone Alert Radios
- a. Tone alert radios are distributed to people in the 10 mile EPZ who are outside the acoustical range of sirens, and to schools and industrial facilities as needed.
- b. The tone alerts receive transmission from the National Weather Service (NWS) on 162.55 8Hz. They remain muted until the receipt of a tone transmitted by the NWS, for either testing or alert. The radios have a battery back-up.
- c. The transmitter is located on Onondaga Hill, near Syracuse. the site is equipped with emergency power. A dedicated telephone link connects the transmitter to the broadcast console in the NWS office.
- d. The system purpose is identical to that of the sirens.
- e. Oswego County monitors new eligible residents via activity described in 3.1.d. New tone alerts are distributed as neeced. Replacement batteries are distributed via activity described in 3.5.f.
2.3 Emer enc Broadcast S stem
- a. This system is comprised of a Common Program Control Station (CPCS-1), EBS secondary stations and EBS encoders/decoders.
- b. The CPCS-1 is notified by Oswego County, and provided with a message for dissemination to the public. The CPCS-1 then sends an alert signal (encodes) to all EBS secondary stations, which are brought to readiness, receive and re-broadcast the message.
- c. Detailed EBS testing and operations procedures are maintained by Oswego County and New York State.

ATTACHMENT 2 BI-WEEKLY TEST 1.0 PURPOSE To verify proper operation of siren control. circuitry, Intrac receivers and transmitters.
2.0 PROCEDURE
- 2. 1 Oswego County performs the Bi-weekly test in accordance with Figure 2.1.
2.2 All results are sent to the NMPC Director at Emergency Preparedness at the end of the month.

- 1. Motorola operator in OCEMO notifies the CWP that the bi-weekly test is to be performed. CWP is requested to relinquish command of RSIMS.
- 2. OCEMO puts their RSIMS CTU in Command. Checks paper in printer.
- 3. OCEHO initiates the bi-weekly test by sending a "Test/Enable" signal via Inrac. Codes are contained in Figure 2.3.
- 4. Results are recorded on Figure 2.2, Bi-weekly Test Log.
NOTE: Mode and Status are the results on the RSIMS screen after the siren has initially changed state after the test code was sent.

A successful activation is: MODE = Test and STATUS = Active, as indicated on RSIHS.
- 5. Attach the resultant printout onto Figure 2.2.
- 6. OCEMO notifies the CWP that the first portion of the bi-weekly test is complete and they should place their RSIMS CTU in Command.
- 7. CWP puts their RSIHS CTU in command. Checks paper in printer.
- 8. CSWP initiates the bi-weekly test "Test/Enable" signal via Intrac.
- 9. Results are recorded on Figure 2.2, Bi-weekly Test Log.
NOTE: Mode and Status are the results on the RSIMS screen after the siren has initially changed state after the test code was sent.
A successful activation is: MODE = Test and STATUS = Active, as indicated on RSIHS.
- 10. Attach the resultant printout on-Figure 2.2.
- 11. CWP informs OCEMO that the second half of the bi-weekly is complete, and transmits the results to OCEMO.
- 12. Any problems are to be reported as per OCEMO Procedure.

- 2. 1 Oswego Country performs the quarterly test in accordance with Figure 3.1.
2.2 NMPC performs surveillance and repair functions as needed.
2.3 All results are sent to the NMPC Director of Emergency Preparedness.

- 5. Repeat Steps 3-4 at each siren to be tested.

- 4. Place NWS on standby.
- 5. Notify County Fire Control and Sheriff of impending activation.
- 6. Establish open phone line with EBS CPCS-1 and NWS.
At activation time, the following actions are to occur simultaneously:
- 7. RSIHS operator to send a "Test", then an "Alert" signal to all sirens using OCEHO procedure.
- 8. Intrac operator sends a "Test/Enable", then an "Alert" signal to all sirens.
9 EBS CPCS-1 activates the EBS system.
- 10. NWS activates the Tone Alert system.
After all sirens have reported back in "History" mode:
Record results onto Figure 4.2, "Annual PNS Test Results Log" using printout from CTU.

- 12. Send an individual "Cancel" signal to any sirens suspected of not having silenced.
- 13. Note the EBS and Tone Alert test results on Figur'e 4.2.
- 14. Send a "Detail" to all sirens using RSIHS.
- 15. When all tests are completed, return CTU to appropriate mode.
NOTE: If any sirens are known to have inoperative RSIHS before the test, an observer must be placed at that siren, and the test results recorded on Figure 4.3, Siren Activation Report.

1.0 PURPOSE
- 1. 1 To provide the required tracking and reporting of PNS activities.
2.0 PROCEDURE
- 2. 1 A siren out of service report (Figure 6. 1) shall be completed any time a siren is incapable of being activated.
2.2 A Siren Site Haintenance Log Sheet (Figure 6.2) should be completed for all major siren maintenance or repair activities. This should be limited to those incidents that remove a siren from service or have the potential to do so.
2.3 Section 6.0 outlines other recordkeeping requirements.
2.4 NHPC Director of Emergency Preparedness shall direct completion of Honthly PNS Summary Form (Figure 6.3), and verify its transmission to New York State Emergency Hanagement Office.
The report shall contain the monthly and yearly availability, calculated as follows:

- 4. 1. 1 All users of emergency communications described in this procedure, EPIP-EPP-17, are responsible for adhering to the requirements found in this procedure or other applicable procedures as directed.
4.1.2 Anyone becoming aware of the inoperability of emergency communications equipment or capability shall notify the Emergency Preparedness Branch.
4.1.3 Upon discovery of the inoperability of any ENS phones, immediately notify the SSS and proceed with those actions outlined in sections of this procedure, EPIP-EPP-17.

6.0 N TAT ONS ND ACT ONS 6.1 The NRC shall be notified of any event that results in a major loss of communications capability in accordance with 10CFR50.72 (b)(l)(v).
This major loss includes an inoperative ENS, HPN, loss of both the primary and secondary communications systems in an emergency response facility, etc. Such a loss shall be reported to the SSS and Emergency Preparedness so that corrective actions can be initiated.
7.0 PROCEDURE 7.1 escri tion of Communication S stem The Nine Nile Point communications capabilities include multiple systems and redundancies to perform vital functions in transmitting and receiving information throughout the course of normal and/or emergency operations. Multiple communication modes and paths are available for all necessary emergency communications. Systems available at the various emergency facilities or available for use by response organizations are as follows:
7.1.1 Telephone Systems The telephone system at NNPNS consists of an inplant dial system with connections to the NMPC, NYPA and commercial telephone systems. By dialing appropriate access codes and/or extensions, phones throughout the NMPC system can be reached directly at the facility being called. Connections to on-site and off-site Emergency Response Facilities (ERFs) are available through this system.
- a. Telephone Communication Consoles Telephone Communication Consoles are located in the Control Rooms, Technical Support Center (TSC), and Emergency Operations Facility (EOF). Various in-plant extensions, outside lines and hotline telephones are located on each console. These extensions, outside lines and certain hotlines are bridged to other locations within the TSC.

- b. Two smaller consoles are located on the Station Shift Supervisor (SSS) desk and the Chief Shift Operator (CSO) desk. These contain in-plant extensions, outside lines and certain hotline telephones.
7.1.2 NRC Emergency Telecommunications System (ETS)
The ETS is a separate and completely independent system from the standard NY 5 ATST telephone systems. It establishes contact with the NRC Headquarters Operations Center in Bethesda, Hd and includes lines for NNPC use as well as lines for NRC use upon their response to the Site.
'a ~ ENS Line This is used to provide initial notification of an emergency and continuing emergency information. NNPC facilities at which these telephones are located include:

- b. HPN Line The HPN line is located in the TSC and EOF. The use of this phone is restricted to transmitting health physics (radiological) data to the NRC during an emergency from the following locations:
- 1. TSC: NRC room and Radiological Assessment Manager's desk.
- 2. EOF: NRC/FEN room and Dose Assessment room.

7.1.3 REGS Telephone System The New York State RECS telephone system is a separate and completely independent system from the standard NY and AT&T telephone system. This system is used to provide initial and continual emergency information to New York State and Oswego County officials. Facilities at which these telephones are located include:

EOC 7.1.5 GAItronics This public address and page system, commonly referred to as the GAItronics System, is located in various NNPNS facilities and includes outdoor speakers. It is a normal communications system which can be used by all station personnel. It may be used for paging individuals within the station and conversations between persons within the station. In addition it may be used to make emergency announcements or to request emergency assistance.
7.1.6 Radio Systems a ~ The Radio Communications System at the Nine Nile Point Nuclear'tation is a multi-station system with transmitters located in the EOF and at Unit 1 and Unit 2 locations. There are sixteen control positions capable of operating various radio stations in the system.
- b. At Unit 1, there are three repeaters attached to the Inplant Leaky Wire Antenna System.

These consoles provide communications through the various repeaters and base stations on all channels in use at the Nine Mile Point Nuclear Station Site. In addition, these consoles allow communications with the Oswego County Fire Control Center in Oswego.

~ Oswego County Fire Department 7.1.7 Personnel Paging System A personnel paging system is used to contact personnel in emergency situations at NMPNS. This system is a telephone activated pager system which provides a digital display on the pagers and is activated by a commercial telephone number. For emergency preparedness notification purposes, the display can be deciphered to provide information of the emergency condition (e.g., Not a drill, Unit 1, etc.). A unique feature of this system is that all emergency designated pagers (Approximately 200+ pagers) can all be activated with only one telephone call, thereby making all pager notifications simultaneously.
7.1.8 Community Alert Network (CAN)
Community Alert Network (CAN) is a company used for emergency notifications. For complete description of how the system functions and how it should be used refer to EPIP-EPP-13 and EPIP-EPP-20, respectively.
7.2 nstructions for 0 eratin the Communications S stems 7.2.1 Telephone System Out-of-plant communication (commercial telephone system) is made by dialing the required tie line and number directly, for NMPC telephones, as given in the Niagara Mohawk System Directory. For an outside line, dial 9 then follow local or long distance dialing instructions given in the Oswego Telephone Directory, New York Telephone.
7.2.2 NRC/ETS (Phones for NMPC use)
To place a call over any ETS line the user must do the following:
- a. Lift the receiver on the telephone instrument and listen for a dial tone.
- b. After receiving dial tone, dial the first 10 digit number listed on the sticker located on the telephone instrument. If the first number is busy, proceed to the second, etc.
No access code need be dialed. Only dial the appropriate 10 digit telephone number.

ENS Lines a) The ENS is part of the NRC/ETS and is intended for use as the primary means for the site to report emergencies and other significant events to NRC Headquarters Operations Center. When the NRC Headquarters Operations Center is activated in response to an emergency the ENS.becomes the dedicated and continuous line to the NRC for the transmission of operational data.
b) To activate the ENS, site personnel should follow the instructions in Step 7.2.2 to reach the NRC Operations Center located at NRC Headquarters in Bethesda, Maryland. Back up telephone numbers are listed in the Emergency Contact Forms, contained in EPIP-EPP-20.
EMOTE: Control Rooms are provided with speed dial capability and pre-programmed for the 4 NRC ENS phone numbers.
c) During a declared emergency, licensees are required to assign an individual to maintain continuous communication with NRC staff members in the NRC Headquarters Operations Center until the NRC decides that the event has been successfully terminated or additional communication is unnecessary.
- 2. HPN Line a) The HPN line is intended for use between the NRC Headquarters and the site for health physics (radiological) data during emergencies and other significant events.
b) During an incident, NRC Headquarters Operations Center will establish this telephone link using the HPN. Before NRC health physics specialists arrive at the site, the NRC Headquarters Operations Center Duty Officer may request information from licensee personnel.
c) The NRC Headquarters Operations Center can be contacted on the HPN phone by following the instructions in Step 7.2.2.

7.2.3 REGS Telephone System
- a. The New York State RECS telephone system is intended for use as the primary means for the NNPNS to report emergencies and other significant events to New York State and Oswego County officials.
- b. Whenever State and County officials are required to be notified by EPIP-EPP-20, this line will be used to provide initial and follow-up notification of the emergency condition. Instructions for operation of the REGS line are found in procedure EPIP-EPP-20.
7.2.4 Other Oedicated Telephone Lines
- a. Other dedicated lines are used for providing immediate and follow-up notification to site emergency response facilities.
- b. To activate these dedicated lines, site personnel need to only lift the receiver. This causes the telephone console at the appropriate locations to ring automatically.
7.2.5 GAItroni cs Since the GAItronics system is used by site personnel on a daily basis the operation of this system is considered as "tools of the trade" and need not be discussed further.
Channel 2 has been designated as the Operations Channel.
7.2.6 Radio Systems

7.3 ctions for no erable Communications ui ment 7.3.1 Actions for Inoperable ETS Refer to Figure 6 of this procedure for actions upon discovery of an inoperable ETS extension. (This includes the ENS and HPN lines.)
7.3.2 Actions for Inoperable REGS Refer to Figure 7 of this procedure for actions upon discovery of an inoper able REGS extension.
7.3.3 Inoperable GAItronics Upon discovery of inoperable Gaitronics, complete a Mork Request in accordance with station procedures.
7.3.4 Inoperable Radio Equipment Upon discovery of inoperable radio place a deficiency tag on the radio in accordance with station procedures and contact the NMPC Central Region Radio Shop to arrange for repairs. Console and vehicle radios will be repaired at the site and portable radio equipment should be sent to the Radio Shop on Henry Clay Boulevard in Syracuse for repairs.
7.3.5 Inoperable Telephone Equipment Upon discovery of other inoperable telephone equipment, notify the site facilities group using the telephone request form in the front of any site telephone directory.

- 1. To contact another unit first give the unit number of the radio you are calling from and then identify the unit(s) being called.
Ex: Unit HT-325 calling HT-518 or EOF calling "Downwind B"
- 2. The above calling protocol should always be used for the following reasons:
- a. Niagara Mohawk Meter and Test Department personnel monitor radio transmissions at times to detect problems and/or to troubleshoot problems. By identifying the units during transmissions, individual units can be contacted to assist in corrective measures actions.
- b. Since radio transmissions can be monitored by persons other than NMPC personnel, it is prudent not to use individuals names.
- 3. All transmitter operators are required to identify themselves by stating the unit number at the beginning or end of each transmission or exchange of transmission at least every ten minutes.
- 4. All radio transmission should be short and concise - using easily understood words and normal radio telephone procedures.
- 5. During a drill, announce "This is a drill""at the beginning and end of each communication.

- 5. To speak to the selected channel:
- a. Depress the red transmit bar at the bottom center of the console (part of numeric keypad). Observe that red transmit L.E.D. on the selected channel module lights.
- b. Speak in a normal tone of voice into the microphone located on the console. This should be done at a distance of no more than 12 inches.
- 6. To listen to the selected channel:
- a. Release the red transmit bar.
- b. Received audio will be heard in the speaker in the lower left hand corner of the console marked select audio.

2.3.1 Immediately contact and inform the SSS (The Unit 2 SSS is only notified for the Unit 2 Control Room, the Unit 1 SSS is contacted for all other ENS locations).
2.3.2 Initiate a Deviation/Event Report in accordance with NIP-ECA-Ol, if applicable.
2.3.3 The SSS will make notification to the NRC Operations Center via the ENS (if the failure is other than the Control Room ENS phone) or via one of the 3 numbers listed above and the NRC will make arrangements to have the failed system returned to service.

4, Protective Measures Counterpart Link (PHCL): Established initially with the base team, and then with the NRC site team representatives once they arrive at the site, to conduct internal NRC discussions on radiological releases and meteorological conditions, and the need for protective actions separate from the licensee and without interfering with the exchange of information between the licensee and NRC. This is the channel by which the NRC Operations Center supports NRC protective measures personnel at the site. In addition, this link may also be used for discussion between the Protective Measures Team Director and licensee plant management at the site.
- 5. Emergency Response Data System (ERDS) Channel: This is the channel over which the raw reactor parametric data is transmitted from the site.
Includes separate lines for both Unit I and Unit 2.
- 6. Hanagement Counterpart Link (HCL): Established for an internal discussions between the Executive Team Director or Executive Team members and the NRC Director of Site Operations or top level licensee management at the site.
- 7. Local Area Network (LAN) Access: Established with the base team and the NRC site team for access to any of the products or services provided on the NRC Operations Center's local area network. This includes technical pro)ections, press releases, status reports, E-Hail, and various computerized analytical tools.
