Installing amini-purge systemandinstalling flangesonthe48inchvalvesdoesnotincreasetheprobability ofanaccidentbecausetheflangeseliminate theeffectsofanymalfunction ofthe48inchvalvesandthenewmini-purge valvesaresmallandinherently morereliablethanthe48.inchvalves.Theconsequences ofanypreviously evaluated accidentarenotincreased bythemodification becausetheflangespreventanyaccidentassociated withthe48inchsystemandclearlyanyaccidentassociated withthemini-purge systemislesslimitingthananaccidentassociated withthe48inchsytem.

Themodification doesnotsignificantly reducethemarginofsafetybecausethecon'sequences ofanyaccidentwiththemini-purge systemwouldbelessseverethananaccidentassociated withthe48inchsystem.Asoutlinedabove,Rochester GasandElectricsubmitsthattheissuesassociated withthisamendment requestareoutsidethecriteriaof10CFR50.91,andtherefore, anosignificant hazardsfindingiswarranted.
