ME8116 AND IVIE8117) On April 5, 2012, a Category 1 public meeting was held among the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (EGC, the licensee) and General Electric -Hitachi Nuclear Energy Americas LLC (GEH) at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a proposed license amendment request (LAR) related to the upgrades to the power range neutron monitoring (PRNM) system for LaSalle County Station (LSCS), Units 1 and 2. Proprietary information was discussed during significant portions of the meeting. These portions of the meeting were closed to members of the public. During the public portions of the meeting, the licensee conducted a presentation and provided handouts. The handouts are available under Agencywide Documents Access and Management System (ADAMS) Accession No. ML 120880654. The presentation provided background on the proposed LAR for LSCS, Units 1 and 2, and communicated updated submittal timeline proposed in the last public meeting on June 14, 2011 (ADAM Accession No. ML 111880206). EGC provided an overview of LSCS's submittal plans for PRNM and Maximum Extended Load Line Limit Analysis (MELLLA +). During discussion it was clarified that the future implementation of MELLLA+ is contingent on NRC approval of the PRNM LAR. Since MELLLA+ will utilize the improved system response of the upgraded PRNM system, the staff encouraged the licensee to continue communication as the PRNM review progresses to avoid acceptance review delays when MELLLA+ LAR is submitted. Regarding the PRNM review, staff indicated that, based on prior review history, the proposed schedule does not include any margin in timing of the review activities. The licensee presented Phase 0 meeting information utilizing the Digital Instrumentation & Controls Interim Staff Guidance (DI&C-ISG)-06: Licensing Process for the proposed LaSalle PRNM LAR. The licensee presented the preliminary assessment of PRNM diversity and defense-in-depth and revisions made to the GEH Services DI&C system life cycle development program. The approach for assessing how the PRNM system design would satisfy regulatory guidance, including Branch Technical Position 7-19: Guidance for evaluation of Diversity and depth in Digital Computer-Based Instrumentation and Control Systems was discussed by GEH. The NRC staff also advised EGC that several regulatory guides are currently in development

Furthermore, it is the NRC's practice to review applications using versions of regulatory guides that are in effect six months prior to the submitted application date, unless other considerations warrant reviews using the current regulatory guides. A summary list of the applicable regulatory guides, being updated by the NRC, was provided following this meeting. The staff suggested that future pre-submittal meetings topics in the area of owner acceptance of PRNMsystem, human factors of diversity aspects of the proposal, and consideration of ISG-02 Diversity and Defense-in-Depth Issues.
