SUMMARY
OF JULY 15, 2016, MEETING WITH LA SALLE COUNTY STATION, UNITS 1 AND 2, ON PRE-APPLICATION FOR AMENDMENT REGARDING SUPPRESSION POOL SWELL (CAC NOS. MF8063 AND MF8064)
On July 15, 2016, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of La Salle County Station, Units 1 and 2 (the Licensee), at NRC Headquarters, One [Two] White Flint North, 11555 [11545] Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee's plan to submit the application for Amendment to the Facility Operating Licenses Regarding revision of its Suppression Pool Swell Design Analysis. The meeting notice and agenda, dated July 1, 2016, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML16195A480. A list of attendees is provided as Enclosure 1.
The licensee presented information (See ADAMS Accession No. ML16194A006}. The presentation discussed the following aspects of the issues related to the current analysis of suppression pool swell and the licensee's plans to address them in its license amendment request:
- Background of Suppression Pool Swell Phenomena, Design Analysis
- Overview of the Issues: Non-Conservatism in assumption of mass and energy release, its Operability Evaluation OE 12-003, Consequences of correcting the non-conservatism
- Need for the amendment, and
- Technical evaluation topics to be addressed in the amendment request The NRC staff queried the licensee about the following areas:
- Details about the historical background including the evolution of the Analysis assumptions, methods, models etc., and
- Generic implication of the phenomena and the issues to other plants The NRC staff indicated that the amendment request, as a minimum, should address the following areas:
- Lessons learned from other plans (e.g., Columbia and NMP-2)
- Provide detailed history of background, errors
- How does the analysis of record (AOR) comply with the requirements? I How will the new analysis comply with the requirements?
- Include methodology details - provide table comparing AOR to new analysis. What has been changed/not changed? For the changes, justify why the changes still meet the requirements.
- Include a description of the methodologies (e.g., computer codes PSAM, PCSIM)
- If any conclusions were previously approved by NRC, clearly cite them.
- Justify the assumptions used.
- Explain why LaSalle won't require structural changes
- Where conservatisms are changed (introduced or reduced) and why is that acceptable?
- For drywell pressure response (computer code M3CPT), this will be limiting response (Maximize mass and Energy (M&E), initial temperature, pressure, humidity (20%)), Provide all inputs/conditions for limiting response, Input Assumptions (even if same as peak pressure response).
- Describe the impact of changes to other systems (or other analyses)
- Clarify why this change is unique to LaSalle No members of the public attended. Public Meeting Feedback forms were not received.
