NOV Cover letter. Daae 4: It would be helpful to those who have not been heavily involved with this case to point out, perhaps at the beginning of the second paragraph, that the LER data was based on the data for the April 9, 1990 restart presentation and letter.

As currently written, the discussion of the LER violation refers to the April 9, 1990 data without making it clear why it is relevant fa the April 19, 1990 LER.
