CASE NO. 2-90-020)                                             l In response to the information briefed by the Office of Investigations (01) on August 18, 1993, to members of senior NRC staff, the Vogtle Coordinating Group is to complete the following actions:
ENCLOSURE CHARTER FOR V0GTLE ENFORCEMENT PROPOSAL PREPARATION l
: 1. Working with 01, conduct a detailed evaluation of the information and evidence thus far produced by OI's investigation.                                             ,

Based on the review conducted above and the preliminary findings of 01, identify any violations of NRC requirements and make a preliminary determination of what enforcement action (s) should be formulated in this matter.                                                                             "
In response to the information briefed by the Office of Investigations (01) on August 18, 1993, to members of senior NRC staff, the Vogtle Coordinating Group is to complete the following actions:

ENCLOSURE CHARTER FOR V0GTLE ENFORCEMENT PROPOSAL PREPARATION l

(0! CASE NO. 2-90-020)

In response to the information briefed by the Office of Investigations (01) on August 18, 1993, to members of senior NRC staff, the Vogtle Coordinating Group is to complete the following actions:

1.

Working with 01, conduct a detailed evaluation of the information and evidence thus far produced by OI's investigation.

2.

Based on the review conducted above and the preliminary findings of 01, identify any violations of NRC requirements and make a preliminary determination of what enforcement action (s) should be formulated in this matter.

3.

If there are potential enforcement actions that may be appropriate based on the evidence that 01 has produced, develop a recommended course of action for management consideration and prepare a draft enforcement package to support the recommended action.

4.

Determine whether the potential enforcement action (s) require consultation with the Commission and, if so, prepare a draft paper to forward the proposed enforcement approach to the Commission.

5.

Identify whether and, if so, what additional investigation / field work by 01 may be needed to allow a determination as to the appropriateness of a particular enforcement measure or to: fully support certain of the proposed enforcement' actions.

6.

If your preliminary detemination is that enforcement is appropriate, prepare the draft enforcement package (Item 3) and Commission paper (Item 4),

l if needed, for management review by October 22, 1993.

7.

In the event that additional 01 effort is required (Item 5), you should notify management as soon as such a determination is made in order to revise the above schedule, if warranted, consistent with 0!'s estimate of the additional effort that may be needed.
