R. 137?),               the urgency for the interim lice sing portion of that bill was almost entirely baced on the Quad Citics situation. I also have that im-precsion from your testin.ony on March 1, 1972, before the Joint Hearing conducted by the Senate Committees on Public Works and Interior anc insular Affairs and before Mr. Dingell on March 22.
