ACCEPTANCE FOR DETAILED REVIEW OF CENTRUS ENERGY CORPORATIONS CRITICALITY CODE VALIDATION REPORT (ENTERPRISE PROJECT IDENTIFICATION NUMBER: L-2020-LRM-0011)

Dear Ms. Wiehle:

By letter dated January 14, 2020 (Agencywide Documents Access and Management System

[ADAMS] Accession No. ML19352G024), Centrus Energy Corp. (Centrus) provided the U.S.

Nuclear Regulatory Commission (NRC) its Nuclear Safety Criticality Code Validation Report (CCVR) for review in advance of its high-assay low enriched uranium (HALEU) Demonstration Program license amendment, request anticipated to be submitted in the second quarter of 2020.

We have completed our acceptance review of the CCVR and have identified no administrative omissions or deficiencies. Your submittal has been assigned Enterprise Project Identification Number (EPID) L-2020-LRM-0011. Please reference this EPID number and Docket Number 07007004 in any future correspondence associated with this request.

Please note that the NRC staffs detailed technical review of the CCVR, which the NRC staff will document as part of its review documentation for the anticipated HALEU Demonstration Program license amendment request, may identify omissions in the submittal information or technical issues which require additional information.

Based on our acceptance review and projection of current review schedules, as indicated above, we anticipate that we will complete the technical review of the CCVR at the same time as we complete the technical review of the anticipated HALEU Demonstration Program amendment request. The projected completion date for the anticipated HALEU Demonstration Program amendment request will be provided to Centrus at the time when the NRC staff completes its acceptance review of the anticipated submittal and finds it acceptable for detailed review. In addition, the NRC staff estimates that completing the review of the CCVR will require approximately 480 staff hours which corresponds to about $133,000.

In accordance with Title 10 of the Code of Federal Regulations, Paragraph 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of the NRCs (ADAMS). ADAMS is accessible from the NRC Web Site at http://www.nrc.gov/reading-rm/adams.html.
