Operations , personnel in reviewing Technical Specifications determined plant was not recording service building flow rates once per four hours as required by action 33 of Table 3.3-13 under LCO 3.3.3.10.

Conditions Prior to Occurrence:

Unit 1 initial fuel loading in progress.

Action specified in the Technical Specification Surveillance Requirements met due to inoperable equipment. Describ e. _

Misunderstanding of Technical Specification requirements.

Analysis of Occurrence:

There was no hazard to the public health or safety.

Corrective Action:

Plant instructions were immediately changed to reflect proper surveillance requirements.
