This file was marked with a small red adhesive dot, which, I understand, was the marking used by attorneys with the Department of Justice to indicate that they desired that the file be made available in the Central Document Depository.            I found a copy of a speech by John W. O' Nan, which I believe to be the speech referred to in a letter dated October 10, 1975 from Steven M. Charno-to William Bradford Reynolds,in that file.
