.in & SEAvlC8 IN SI'PPORT OF CONTENTION "B BRANCH I, Roland R. Louth, residing in the State of Ohio, County of Laka, Township of Leroy and being prope rty owner at 13164 Leroy Cte. Road for approximately 37 years to hereby offer the following:
1.
Snow conditions have been such that it has been impossible to travel from my residence to Painesville via State Route 86 on Vrooman F.oad.
This condition has presented itself on a number of occasions, the most recent being December 24, 1983.
2.
The National Guard has been called upon to assist in transportation and to deliver life supporting food and supplies to residents of this community.
3.
Painesville Township Board of Education, of which Leroy Township
- a part, has found it necessary for the safety and well being of students and drivers to close schools early, to cancel schools entirely because of weather related road conditions. In 1985 alone there have been three days of school closing and two days of delayed openings of two hours each day; according to statements of Painesville Township School Board representatives.

State Route 86 and Vrooman Road have been closed by high water conditions. Ice flows have closed State Route 86 between Leroy Township and Painesville.
5.
The legal load limit on Vrooman Road is periodically reduced by 30%.
6.
In summation weather related driving conditions alon should nullify the proposed emergency evacuation plan. Praying that this affidavit will be well regarded I hereby attest to the foregoing by my signature, to the best of my knowledge and belief.
