OF AUGUST 30, 2016, MEETING WITH FIRSTENERGY NUCLEAR OPERATING COMPANY REGARDING PLANNED SUBMITTAL OF EMERGENCY ACTION LEVEL SCHEME CHANGE On August 30, 2016, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the licensee) by telephone conference. The purpose of the meeting was to discuss the planned submittal of a license amendment request (LAR) that proposes to change the emergency action levels (EALs) at the Beaver Valley Power Station, Units 1 and 2, to Nuclear Energy Institute (NEI) 99-01, Revision 6, "Development of Emergency Action Levels for Non-Passive Reactors" (Agencywide Documents Access and Management System (ADAMS)
The purpose of the meeting was to discuss the planned submittal of a license amendment request (LAR) that proposes to change the emergency action levels (EALs) at the Beaver Valley Power Station, Units 1 and 2, to Nuclear Energy Institute (NEI) 99-01, Revision 6, "Development of Emergency Action Levels for Non-Passive Reactors" (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12326A805).
Accession No. ML12326A805). NEI 99-01, Revision 6, was endorsed by the NRC by letter dated March 28, 2013 (ADAMS Accession No. ML12346A463). The meeting notice and agenda, dated August 17, 2016, are available in ADAMS at Accession No. ML16231A151. A list of attendees is enclosed.

The licensee described the information that it planned to include in its submittal. FENOC plans to include the following in its submittal: clean and redline copy of EAL technical basis, EAL comparison matrix, clean and redline copy of EAL definitions, description of EAL wall board, and relevant EAL calculations. FENOC mentioned two deviations from NEI 99-01 that it plans to take. The licensee stated that the proposed EAL scheme change will not alter the license, technical specifications, or the updated final safety analysis report. Additionally, the licensee stated that the planned change does not affect the environment. FENOC stated that the planned EAL submittal for the Beaver Valley Power Station, Units 1 and 2, will be very similar to the EAL scheme change requests that it submitted for the Perry Nuclear Power Plant by letter dated October 29, 2015 (ADAMS Accession No. ML15316A508), and the Davis-Besse Nuclear Power Station by letter dated February 17, 2016 (ADAMS Accession No. ML16049A513). The licensee stated that it would submit the planned licensee amendment request to the NRC in late September 2016 or early October 2016.

At the conclusion of the licensee's verbal presentation, the NRC staff did not have any substantive clarifying questions for the licensee. The NRC staff reminded the licensee not to include any safeguards information in its planned LAR. The licensee confirmed it would not.

Also, the NRC staff indicated that if the licensee determines additional changes are needed as a result of further reviews and operator training, it may supplement the LAR. The NRC staff did not make any regulatory decisions during the meeting.
