WNP-2 OPERATING LICENSE NPF-21 REVISION 16 TO OPERATIONAL QUALITY ASSURANCE PROGRAM DESCRIPTION (WPPSS-QA-004)

Reference:

Letter G02-93-107, dated May 10, 1993, J.V.Parrish (SS)to NRC Document Control Desk,"Request for Amendment to Technical Specification 6.0, Administrative Controls" The Washington Public Power Supply System, in accordance with 10 CFR 50.54 (a)(3), is proposing changes to the U.S.Nuclear Regulatory Commission (NRC)approved topical report"Operational Quality Assurance Program Description (WPPSS-QA-004)" and hereby requests NRC approval.This proposed revision will result in a reduction of commitments and revision to the technical specifications (see reference).

It will not result in a reduction in QA/QC independence.

This revision to the OQAPD is necessary to update the Organization (specifically the QA portion)and Qualification Requirements (Appendix I)sections of the manual.Vertical lines have been placed in the right hand margin to identify text changes, additions, and deletions.

The purpose of this change is to provide more in-depth coverage and improved coordiriation of reviews by quality assurance staff.In addition, the changes are intended to provide greater effectiveness in identifying opportunities for improvement.

We believe the proposed revision will result in a reduction of previous commitments, since the audit function will be reporting to management one level lower in the QA organization.

This change does not lessen the effectiveness of the QA Program.Additional resources will be clearly designated to support the Appendix B Auditing Criteria.The reporting chain for audit personnel maintains a clear separation from those responsible for the operation of the plant.-p 03003.2 9306070343 930526 PDR ADOCK 05000397(p PDR'

As indicated by the reference, the proposed revision will also result in a revision to the Technical Specifications, since the ISEG function (Nuclear Safety Assurance) is being assigned to the Quality Assessments organization.

That revision will not result in a reduction in QA/QC independence.

Should the NRC approve the technical specification changes during the 60 days following this letter, the Supply System intends to implement the changes to the OQAPD in accordance, with 10 CFR 50.54 (a)(3)(iv) if no response to this request is received from the NRC (i.e., 60 days after this letter).If approval of the technical specification changes is received after the 60 day period, we will implement the changes in the OQAPD as soon as the technical specification changes are approved.Should you have any questions regarding this submittal, please contact Gerald C.Sorensen at (509)377-4027.Sincerely,.V.Parrish, (Mail Drop 1023)Assistant Managing Director, Operations JVP:b1c
