Valves 2-67-873 and 876 have been added to relief request PV-14 to allow disassembly and inspection in lieu of inservice exercising, since no position indication exists for these valves.Pages 117 and 118.Scram discharge instrument volume drain isolation valves85-37C, D, E, and F and 85-82, 82A, 83, and 83A.Fail-safe operation testing is being added for these valves.3~Page 39.Drywell compressor suction isolation valves 2-32-62 and 63.The program is being revised to reflect fail-safe testing performed on these valves.4.Pages 98, 99, 104, and 178.Residual heat removal (RHR)and core spray system valves74-792, 802, 803, 804, and 75-606, 607, 609, and 610.Cold shutdown justification No.13.5.Pages 38 and 40.Control Air System containment isolation valves 2-32-2516 and 2521.These check valves have been added to the piping which supplies control air to the drywell.These check valves function as containment isolation valves and are being tested in accordance with Appendix J requirements.

6.Pages 115, 164, and 175.Containment Atmosphere Dilution System'check valve 84-680.This new check valve performs as a containment isolation valve and is being added to the program and to Relief Request PV-30 and tested in accordance with Appendix J requirements in accordance with Cold Shutdown Justification No.9.7~Page 45a.Post-Accident Sampling System isolation valves FSV-43-40, 42, 50, 56, and 70.These new solenoid valves are being added to.the program.8.Page 34.Raw cooling water discharge valves 0-24-712A and B to the main control room chillers are now used to control EECW flow through the chillers.These valves are being added to the testing program.Deletions from the Program Page 58.EECW System check valves 1-67-556 and 2-67-556.These check valves have been replaced with manual butterfly valves which are provided for use during system maintenance.

Such valves do not perform a safety function and are exempt from testing by paragraph IWV-1200 of ASME Section XI.2.Pages 24 and 25.Diesel fuel transfer pump check valves 1-18-582A, B, C, and D;3-18-582A, B, C, and D;1-18-583A, B, C, and D;and 3-18-583A, B, C, and D.These check valves have been physically removed from the plant and the program is being updated to reflect this.,.9108160181 4, g1gp I" , 4 vp J Page 2 of 7 3.Pages 116 and 156.Control Rod Drive System valve 85-617.This valve is a manual valve which was mistakenly identified as a check valve.This ,valve is provided for use during system maintenance and has no testing requirements.

This valve is being deleted from the program.Also, the reference to this valve is being deleted from PV-23.Pages 172,-89, and 91.Cold Shutdown Justification No.6 for the RHR System pressure isolation valves 74-53 and 74-67.It has been determined that the justification for cold shutdown testing status for these valves is no longer valid.The integrity of the upstream isolation valves is sufficient to prevent the exposure of lower pressure RHR piping to reactor coolant pressure during the quarterly testing of the pressure isolation valves.5.Page 33.RCW check valve 1-24-851.This check valve has been replaced with a manual valve.This valve'is provided for use during system maintenance and is therefore exempt from testing requirements by paragraph IWV-1200 of ASME Section XI.This valve is being deleted from the program.6.Page 34.RCW check valve 1-24-709.This check valve no longer performs a safety function and is being deleted from the program.The downstream manual valve 24-710 is relied upon to provide isolation between the RCW system and the EECW system.Plant operating instructions control the operation of the system separation valve.7.Page 59.EECW System discharge header check valve 2-67-598.This check valve has been replaced with a normally open manual isolation valve which does not perform a safety function.The new manual valve is provided for use during system maintenance and is therefore exempt from testing requirements by paragraph IWV-1200 of ASME Section XI.8.Pages 32 and 33.RCW System discharge check valves 1, 2, and 3-24-765., These check valves no longer perform a safety function of providing the discharge flow path for the EECW System.Hew seismically qualified discharge piping has been installed for the EECW System.These check valves are being deleted from the program.9~Page 63.EECW system check valve 1-67-785.This valve has been physically removed from the plant and is, therefore, being deleted from the program.10.Pages 75, 81, and 174.High-pressure coolant injection and reactor core isolation cooling system steam supply valves to the respective pump turbines, 71-2 and 3 and 73-2 and 3.These valves are listed as cold shutdown tested valves.It has been determined that the justification for the cold shutdown classification of these valves is too conservative.

It is believed that these valves can be tested quarterly without risk of making the system inoperable.

Therefore, Cold Shutdown Justification CSD-8 is being deleted from the program.

A I~g~'i/1 Page 3 of 711.Page 81.High-pressure coolant injection turbine steam drain level~control isolation valve 73-5.This valve is provided for system control only and is exempt from Section XI testing.This valve is being deleted'rom the testing program.12.Pages 70 and 71.EECW supply isolation valves to the unit 3 water chillers, 3-67-760, 763, 770, and 773, are now maintained in the open position and are used only for maintenance of the chiller packages.These valves are being deleted from the program.13.Pages 57 and 62.EECW supply isolation valves to the main control room chiller, 1-67-537 and 651, are now maintained in the open position and are used only for maintenance of the chiller package.These valves are being deleted from the program.Changes to the Program 1.Page 51.Primary to secondary containment vacuum relief valves64-800 and 801.The program is being revised to reflect that these relief valves perform'safety functions in both the open and closed directions and are being tested accordingly.

2.Page 112.Spent fuel cooling water check valves78-526 and 527.Due to f system modifications, these check valves no longer perform safety functions in the closed position.3.Page 112.RHR System to spent fuel pool valve 78-62.Motor-operated valve 78-62 has been modified to disable the motor-operator.

'closed'nly, in the June 22, 1989 program revision.This new page 85 reflects this change.10.Page 137.Correct the page reference from page 11 to page 12.Page 116.program i positions 12.Page 112.reference 527'ontrol Rod Drive cooling water inlet check valve 85-597.The s being changed to reflect the correct normal and safety for this valve.PV-22 was deleted in the June 22, 1989 program revision.The-'o this relief request was not deleted for valves78-526 and 1310C bi 4(t Page 5 of 7 Revision of Relief Request PV-6 Relief Request PV-6 deals with the testing of the main steam safety relief valves (SRVs)(1-5, 19, 22, 30, 31, 34).The plant staff has determined that with presently installed instrumentation, no means exists to verify that the main steam SRVs each stroke within two seconds as stated under alternative testing in the current relief request.The only existing position indicating instrumentation consists of a series of LEDs on the main control room valve acoustic monitoring panel.The acoustic monitoring LEDs indicate noise levels downstream of the SRVs and are very sensitive to background noise as well as steam flow through the SRVs.Since no means exists to measure the stroke time for the main steam SRVs, the alternate testing description i.n the request for relief is being revised to remove the less than two second stroke time testing.The technical specification reference which requires the manual exercising of each SRV each operating cycle is being corrected from 4.5.G to 4.6.D.0902C (I

Exercise valve once every three months.Basis for Relief: The six safety relief valves assigned to the ADS system'perform an essential safety function when operated by the pneumatic actuator with gas supplied through the ADS solenoid valves.Operation of'these valves is not practical during power operations because this action will vent main steam to the suppression pool, inducing a transient condition and increasing the potentiality for an open failure of a safety relief valve..Also, no stroke timing is practical as these are pneumatic'ssisted SRVs.Since"position indication" of the SRVs is provided by acoustic monitors attached to the valve discharge piping, exercising during cold shutdown cannot be accomplished because of lack of steam flow (and attendant noise).Alternative Testing: The ADS valves will be exercised once each operating cycle in accordance with Technical Specification 4.6.D which provides manual opening of each ADS valve and observing indication of steam flow through each valve.0902C

The valve'lignments which is necessary to provide positive indication of the full, or partial exercising of these check valves requires that the safety system be declared inoperable during the testing procedure.

Normal testing of these valves during unit operation would require placing the plant in limiting condition operation (LCO)on a quarterly basis for the testing of each valve.As required by paragraph IWV-3522 of the Code, these valves will be full stroke exercised on a cold shutdown basis.0902C

Exercise once every three months and measure stroke times.Basis for Relief: These valves located on the dhydraulic control units for the 185 control rod drives function on a reactor scram signal from the reactor protection system to insert the control rods rapidly into the reactor core.Cycling these valves requires scramming a control rod.There are 185 control rods in the reactor.Scramming every rod once every three months is not practical for the followinq reasons: a.A power reduction is required to test the scram function.Reducing power for the length of time required to scram 185 rods is not practical.

b.Fuel preconditioning must follow this power reduction to avoid possible fuel damage.The longer the reduction in power, the longer the preconditioning.

The valve alignments which is necessary to provide positive indication of the full, or partial exercising of these check valves requires that the safety system be declared inoperable during the testing procedure.

Normal testing of these valves during unit operation would require placing the plant in limiting condition operation (LCO)on a quarterly basis for the testing of each valve.As required by paragraph IWV-3522 of.the Code, these valves will be full stroke exercised on a cold shutdown basis.1310C I.L f 1I
