[ADAMS] Accession No. ML20050F863), American Centrifuge Operating (ACO), a subsidiary of Centrus Energy Corp., requested that the U.S. Nuclear Regulatory Commission (NRC) amend its License Nos. SNM-7003 and SNM-2011 for the American Centrifuge Lead Cascade Facility (LCF) and the American Centrifuge Plant (ACP) respectively, by reviewing and approving the following documents included in the February 6, 2020 submittal:
(1) NR-SP-ACO-OR-0001, Security Program for American Centrifuge Operating, LLC at Oak Ridge, Tennessee (Revision 0),
(2) PLD1-SP-024PD, American Centrifuge Operations - Oak Ridge Operations Security Plan (Revision 4),
(3) SEC-18-0001, Classified Information System Security Assessment Report (SAR)
(Revision 0), August 28, 2018, (4) SEC-18-0002, ACO-OR Cyber System Security Plan (SSP) (Revision 1), November 2019, (5) ACO-OR-2019-0048, American Centrifuge Operating (OR)-Continuous Monitoring Report, Part I, for the period of October 1, 2018 through October 1, 2019, and (6) ACO-OR-2019-0026, Balance Stand Classified Cyber Network, April 25, 2019.
Enclosures 1, 2 and 4 transmitted herewith contain Security-Related Information. When separated from the sensitive conditions in Enclosures 1, 2 and 4, this document and Enclosures 3 and 5 are decontrolled.

Wiehle                                      2 By {{letter dated|date=March 19, 2021|text=letter dated March 19, 2021}} (ADAMS Accession No. ML21083A113), you withdrew SEC-18-0001, ACO-OR-2019-0048, and ACO-OR-2019-0026 from your February 6, 2020 submittal, as the information in these documents was either redundant to the information contained in NR-SP-ACO-OR-0001 and its supporting documents PLD1-SP-024PD and SEC-18-0002, or the information was not needed for NRC to issue the requested license amendments for ensuring proper protection of classified matter at the TMC.
The NRC staff has completed its review of NR-SP-ACO-OR-0001 and its supporting documents PLD1-SP-024PD and SEC-18-0002, and has found them to be acceptable. The details associated with the reviews are documented in a non-public safeguards evaluation report (Enclosure 1). Enclosures 2 and 3 to this letter provide complete and redacted versions of Amendment No. 20 of License SNM-7003 for the LCF, which is effective immediately.
Enclosures 4 and 5 to this letter provide complete and redacted versions of Amendment No. 12 of License SNM-2011 for the ACP, which is effective immediately. These amendments enable NRC to assume Cognitive Security Agency responsibilities from the Department of Energy and issue a possessing facility clearance to ACO for the TMC.
As part of this licensing action, SNM-7003 and SNM-2011 are being modified as follows:
(1) New License Conditions (LCs) 10.t and 10.w have been added incorporating NR-SP-ACO-OR-0001, dated September 8, 2020 (ADAMS Accession No. ML20262H155) into SNM-7003 and SNM-2011, respectively.
(2) LC 10.q and LC 10.t have been modified to incorporate the revisions to SEC-18-0002 dated September 10, 2020 for the Piketon Facility (ADAMS Accession No. ML20262H125) and February 6, 2020 for the TMC (ADAMS Accession No. ML20050F863) into SNM-7003 and SNM-2011, respectively.
(3) New LCs 10.u and 10.x have been added incorporating PLD1-SP-024PD dated February 6, 2020, (ADAMS Accession No. ML20050F863) into SNM-7003 and SNM-2011, respectively.
Based on this license amendment, the NRC will issue ACO a Possessing Facility Clearance for the TMC, thereby transferring the Cognizant Security Agency responsibilities for the TMC from the Office of Nuclear Energy of the Department of Energy (DOE-NE) to the NRC.
In accordance with Title 10 of the Code of Federal Regulations, Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter and Enclosures 3 and 5 will be available electronically for public inspection in the NRC Public Document Room, or from the Publicly Available Records component of the NRCs ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). Enclosures 1, 2 and 4 to this letter contain sensitive, unclassified information, and are deemed Official Use Only (OUO). Therefore, these will not be placed in the Public Document Room, nor will they be publicly available in ADAMS.
