1.0 INTRODUCTION

1.1 Purpose of Study The purpose of this Flood Insurance Study is to investigate the

, existence and severity of flood hazards in Hamilton County, Tennes-see, and to aid in the administration of the National Flood Insur-ance Act of 1968 and the Flood Disaster Protection Act of 1973.

Initial use of this information will be to convert Hamilton County to the regular program of flood insurance by the Federal Insurance Administration (FIA). Further use of the information will be made by local and regional planners in their efforts to promote sound land use and flood plain developrent. i 1.2 Coordination

The Hamilton County Flood Insurance Study preceded the Consultation and Coordination Officer Program. However, in the process of this work, the Tennessee Valley Authority (TVA) has worked with local communities concerning flood damage abatement and flood plain man-agement through its flood relations staff.

1.3 Authority and Acknowledgements The source of authority for this Flood Insurance Study is the Na-tional Flood Insurance Act of 1968, as amen'ded.

The hydrologic and hydraulic analyses for this study were performed by the Tennessee valley Authority for the Federal Insurance Adminis-tration, under Int?r-Agency Agreement Number IAA-H-6-73. This work, which was compleceu in October 1973, covered all significant flood-ing sources in the unincorporated areas of Hamilton County.

2.0 AREA STU"IED 2.1 Scope of Study This Plood Insurance Study covers the unincorporated areas within Hamilton County, Tennessee. The following areas are not covered in

. this study: the City of Chattanooga; the City of Collegedale, the

. City of East Ridge; the Town of Lakesite; the Town of Lookout S

Mountains the City of Red Banks the Town of Signal Mountains the .

City of Soddy-Daisy; the Town of Walden; the Volunteer Army Ammuni-4 tien Plant (U. S. Military Reservation); Harrison Bay State Parks and Booker T. Washington State Park. The area of study is shown on .

Streams studied by detailed methods include the entire lengths of .

the Tennessee River, and Sale Creek within Hamilton County and por-tions of Possum Creek, Rock Creek, Chesnutt Creek upstream of the a

City of Collegedale, North Chickamauga Creek between the cities of Chattanooga and Soddy-Daisy, Lookout Creek adjacent to and upstream of the Town of Lookout Mountain, Soddy Creek downstream of Soddy-Daisy, Wilkerson Branch upstream of Collegedale, and Wolftever Creek both upstream and downstream of Collegedale. A portion of Wolftever Creek upstream of Collegedale was studied by approxinate methods due to the minimal development potential.

The streams studied by detailed methods were selected with priority given to all known flood hazard areas, areas of projected develop-ment, and areas of proposed construction through October 1978.

4 Approxinate methods of analyses were used to study those areas having low development potential and/or minimal flood hazards, as identified at the initiation of the study. The scope and methods of .

study were proposed to and agreed upon by the FIA.

2.2 Community Description 1

Hamilton County, located in the southeastern portion of Tennessee, e is bordered on the north by Rhea and Meigs Counties, on the east by Bradley County, on the west by Bledsoe, Marion, and Sequatchie Counties, and on the south by the State of Georgia. The major city in the county is Chattanooga, one of the large trade and industrial centers in the southeast.

The population of Hamilton County has been increasing steadily over the past several decades with a 1970 census recording 255,077 resi-dents (Reference 1). Since the annexation of parts of Hamilton Connty to the City of Chattanooga in 1974, the growth rate has .

slowed from seven percent to four percent, but is again on the rise.

l Flood plain development is primarily residential in nature with many

of the streams studied by detailed methods, posing a considerable flood hazard.

' .1 Principal Plood Problems The primary flood problem in the valleys of the streams within Hamilton County results from backwater flooding from the Tennessee F;ver. All of the communities exc:cpt Mile Straight have been af-tecte.1 by large river floods in the past. Mile Straight is upstream from the limits of backwater flooding and in its brief history has not yet experienced a serious headwater flood.
The greatest flood in more than 140 years occurred March 11, 1867, on the Tennessee River. Beginning in 1936, regulation by TVA proj-
' ects upstream from Chattanooga has substantially reduced the height and frequency of Tennessee River floods and the resulting backwater flooding up its tributaries. Plood control storage dams constructed between 1936 and 1952 would reduce a recurrence of the 1867 flood by about 18 feet. The great storm of February 1957, which would have ;
produced a flood crest only 4 feet below that of the 1867 flood, was lowered about 22 feet by this regulation. The March 1973 flood would have been almost as great as the 1957 flood and was regulated l to a crest about 16 feet below the natural crest stage.
The greatest headwater flood on North Chickamauga Creek in more than 100 years occurred near Mile Straight on June 29, 1928. There was little development at that time and the flood affected crops only, Other large headwater floods occurred in December 1942, with a crest discharge of 12,000 cubic feet per. second (cfs), January 1946 with a discharge of 12,700 cfs, and January 1949 with a discharge of 14,800 cfs. These floods were about 18 feet above banktops near Hixson.
The January 1949 flood was from two to five feet lower than the 1928 flood in the upper portion of the creek covered by this report. The qreatest flooding occurred in March 1973 on the lower 13 miles of the creek as a result of Tennessee River backwater which blocked Old
!!ixson Pike, Lower Mill Road, and Boy Scout Road. Portions of the liixson and llamillville communities were inundated while about 20 homes were flooded, some to depths of three to four feet.
Wolftever Creek, a tributary to the Tennessee River, flows into the Chickamauga Reservoir from the southeast. Above its mouth in Har-rison Bay State Park, the creek flows through rural areas where only roads, bridges, and one community are affected by flooding. Exten-
- sive damage due to flooding does not take place until the stream nears the City of Collegedale where flood plain development becomes heavier. During the flood of March 1973, Wolf tever Creek rose so high in the vicinity of Collegedale that the mayor proclaimed a
- state of emergency. Water flooded the City liall and the Tri-commu-nities Fire Department to a depth of 2.3 feet. The sewage treatment 4

2 plant was 'also flooded, and water reached a depth of 1.6 feet on the ,
control room floor. Disruptions to transportation routes also oc-
~~curred on Tallant Road, Tucker Road, and Apison Pike due to inunda-tion as well as the railroad that passes through the city which sus- ,~~
~~tained damage due to undermining of the trac'k bed.~~
~~Possum Creek, also a tributary to the Tennessee River, is in back-~~
~~water from the river for about one-half .its length covered in this~~
] report. Near the Bakewell community there are two principal chan- '
nels for the creek, but the banks are low; and, when these banks are overtopped, water spreads out through the community and follows a number of channels to Chickamauga Lake. A 100-year flood on Possum
~~Creek would produce flood levels that would cause considerable dam-1 age to residences in Bakewell, i~~

1875, 1886, 1942, 1946, 1948, 1949, 1963, 1969, and 1972, with the 1972 flood producing a discharge of 5,400 cfs, 3,200 cfs, and 5,500 j cfs on Rock Creek, Sale Creek, and Possum Creek, respectively.

Except for roads crossing the streams, there is little development in the two flood plains. A l 100-year flood would be about 3 feet higher than the record 1971 flood and would surround a few homes in the vicinity of East Brain-erd Road. *

Soddy Creek is a tributary to the Tennessee River and is in back-i water from the river for the entire reach covered by this report. . .

the most extreme floods. Even these will not cause much damage since most of the development lies above the 500-year flood.

t Lookout Creek experienced its highest flood in 1867. The backwater exceeded banktops by more than 15 feet along the stretch of stream ;
covered by this report and was greater than any headwater flood known to have occurred along the creek. Other floods experienced by this area include the floods of January 1946, February 1957, and March 1973. Flood damage due to backwater flooding during a recur-rence of 1867 flood would be limited largely to residences in the low areas of Tiftonia due to TVA stream regulation projects. Back-
water from a maximum probable flood would flood numerous businesses and residences along Lee Highway, the L&N Railroad freight yard, and several miles of railroad tracks near the lower end of Lookout Creek in the vicinity of Tiftonia.
2.4 Flood Protection Measures j The Tennessce River discharges have been altered progressively by

construction of upstream dams beginning in 1936 with the closure of Horris Dam until reaching essentially today's level of regulation with the closure of Fontana Dam in late 1944. These flood control storage dams and other instituted TVA regulatory projects have sub- l stantially reduced the height and frequency of Tennessee River f'oods l and resultant backwater flooding to tributaries. Flood con-trol storage dams constructed on the Tennessee River and its tribu- ,
taries since 1936 would reduce the crest of a recurrence of the 1867 flood by about 18 feet, i
3.0 ENGINEERING METHODS For the flooding sources studied in detail in the community, standard hydrologic and hydraulic study methods were used to determine the flood i hazard data required for this study. Floods having recurrence intervals of 10, 50, 100, and 500 years have been selected as having special sig-nificance for flood plain management and for flood insurance premium rates. The analyses reported here reflect current conditions in the watersheds of the flooding sources.
3.1 Hydrologic Analyses l Hydrologic analyses were carried out to establish the peak dis-I
~~charge-frequency relationships for floods of the selected recurrence intervals for each flooding source studied in detail in Hamilton County.~~
Flood-frequency curves were defined as required on 11 streams and the Tennessee River within the county. When stream gage records f

were available, the 100-year discharge was determined from a statis-tical analysis of those records using the log-Pearson Type III pro-
' cedure with adjustments dictated Ly historic flood records developed from newspaper and other records, and computed maximum flood flows .
l (Reference 2). Tennessee River flows were adjusted to reflect flows expected with current levels of regulation by TVA reservoirs.

3.2 liydraulic Analyses Analyses of the hydraulic characteristics of the flooding sources studied in detail in the community were carried out to provide esti-mates of the elevations of floods of the selected recurrence inter-vals along each of these flooding sources.
Water-surface elevations of floods for the selected recurrence in-tervals on all streams except the Tennessee River and Soddy Creek were computed through the use of a step-backwater method computer program developed by the TVA, similar to, but with some alterations to the COE HEC-2 backwater program (Re ference 4) . Stream cross sections for the backwater analyses were field surveyed and located at bridges and other strategic locations at sufficiently close in-tervals to accurately compute water-surface elevations. Locations of selected cross sections used in the hydraulic analyses are shown on the Flood Profiles (Exhibit 1). For stream segments for which a floodway is computed (Section 4.2), selected cross-section locations are also shown on the Flood Boundary and Floodway Map (Exhibit 3).

4.0 FIDOD PLAIN fGNAGEMENT APPLICATIONS A primo purpose of the National Flood Insurance Program is to cncourage state and local governments to adopt sound flood plain management pro-grams. Each Flood Insurance Study, therefore, includes a flood boundary map deniqned to assist communities in developing sound flood plain man-agement measures.
4.1 Flood Boundaries in order to provide a national standard without regional discrimi-nation, the 100-year flood has been adopted by the FIA as the base flood for purposes of flood plain management measures. The 500-year flood is employed to indicate additional areas of flood risk in the community. For each stream studied in detail, the boundaries of the 100- and 500-year floods have been delineated using the flood eleva- I tions determined at each cross section; between cross sections, the boundaries were interpolated using topographic maps enlarged to a scale of 1"=500' with a contour interval of 20 feet (Reference 6).
' In cases where the 100- and the 500-year flood boundaries are close together, only the 100-year boundary has been shown.
For the stream studied by approximate methods, the boundaries of the 100-year flood were developed by field investigation, sound engi-neering judgment, and standard 7.5 minute USGS quadrangles (Refer-
. ence 6).
The boundaries of the 100- and 500-year floods are shown on the Flood Boundary and Floodway Map (Exhibit 3). Small areas within the flood boundaries may lie above the flood elevations, and therefore, may not be subject to flooding. Owing to limitations of the map scale or lack of detailed topographic data, such areas are not shown.
4.2 Floodways Encroachment on flood plains, such as artificial fill, reduces the flood-carrying capacity, increases the flood heights of streams, and increases flood hazards in areas beyond the encroachment itself.
One aspect of flood plain managenent involves balancing the economic gain from flood plain development against the resulting increase in flood hazard. For purposes of the Flood Insurance Program, the con-cept of a floodway is used as a tool to assist local communities in this aspect of flood plain management. Under this concept, the area

of the 100-year flood is divided into a floodway and a floodway 10
9 fringe. The floodway is the channel of a stream plus any adjacent flood plain areas that must be kept free of encroachment in order that the 100-year flood may be carried without substantial increases ,
in flood heights. Minimum standards of the FIA limit such increases in flood heights to 1.0 foot, provided that hazardous velocities are not produced. The floodways in this report are presented to local ,
agencies as minimum standards that can be adopted or that can be used as a. basis for additional studies.
The adopted 100-year floodways shown in this study were computed by setting encroachments in the stream overbanks, testing these with '
the backwater program, and adjusting and retesting them until an allowable increase in flood elevation is reached. The procedure has been used by TVA for many years to provide technical flood plain management assistance to Tennessee Valley communities. In this pro-cedure the floodway limit lines are located to allow use of some i
presently flood-prone areas at the expense of some increase in flood levels. The limit lines are located in a manner which provides land where it is estimated to serve the community's needs best. The re-sults of these computations are tabulated at selected cross sections for each stream segment for which a floodway is computed (Table 2).
Floodway calculations for those areas of Sale Creek and Wolftever Creek located within the Chickamauga Reservation were not performed ,
l since potential development in these regions is not feasible.
As shown on the Flood Boundary and Floodway Map (Exhibit 3), the ,
floodway widths were determined at cross sections; between cross sections, the boundaries were interpolated. In cases where the boundaries of the floodway and the 100-yea'r flood are either close together or collinear, only the floodway boundary has been shown.
The area between the floodway and the boundary of the 300-year flood is termed the floodway fringe. The floodway f ringe thus encompasses

the portion of the flood plain that could be completely obstructed without increasing the water-surface elevation of the 100-year flood more than 3.0 foot at any point. Typical relationships between the floodway and the floodway fringe and their significance to flood plain development are shown in Figure 2.

5.2 Flood Hazard Factors The FHF is the FIA device used to correlate flood information with insurance rate tables. Correlations between property damages from floods and their FHFs are used to set actuarial insurance premium rate tables based on FHFs from 005 to 200.
The FHF for a reach is the average weighted differen e between the -

f 5.3 Flood Insurance Zones Af ter the determination cf reaches and their respective FHFs, the entire unincorporated area of Hamilton County was divided into zones, each having a specific flood potential or hazard. Each zone was assigned one of the following flood insurance zone designations:
Zone A: Special Flood Hazard Areas inundated by the 100-year flood, determined by approximate 4 methods; no base flood elevations shown or FHFs determined.
Zones Al, A2, A3, A4, Special Flood Hazard Areas inundated by the AS, A6, A7, A8, 100-year flood, determined by detailed and A9: methods; base flood elevations shown, and zones assigned according to FHFs.
Zone B: Areas between the Special Flood Hazard Area and the limits of the 500-year flood, in-cluding areas of the 500-year flood plain j that are protected from the 100-year flood by dike, levee, or other water control 18 J

5.4 Flood Insurance Rate Map Description The Flood Insurance Rate Map for llamilton County is, for insurance purposes, the principal result of the Flood Insurance Study. This .
map (published separately) contains the official delineation of flood insurance zones and base flood elevation lines. Base flood elevation lines show th locations of the expected whoic-foot water-surface elevations of the base (100-year) flood. This map is devel-oped in accordance with the latest flood insurance map preparation guidleines published by the FIA.
6.0 OTHER STUDIES Beginning in 1958, se'cral reports concerning flooding of major streams were published on areas within llamilton County (References 7 through 11).
These reports, prepared by the study contractor, served as useful infor-mation in determining hydrologic and hydraulic data for this Flood Insur-ance Study.
Other Flood Insurance Studies contiquous to the llamil ton County study in-
clude the City of Chattanooga, Tennessee, the City of Red Bank, Tennes-see, the City of Collegedale, Tennessee, the City of Soddy-Daisy, Tennes-see, the Town of Lookout Mountain, Tennessee, the City of East Ridge, Tennessee, and Walker County, Georgia (References 12 through 19, re- '
spectively). Each of these studies either is or will be in agreement with this study upon completion.
