P.O. No. NY-422702 St. Lucie 'Nuclear Plant - Unit  2 A/DV S.O. E-9328 Gentlemen:
The Wolf Creek      site has determined that some of the subject rebuild kits supplied by Anchor/Darling Valve Company contain backup rings of incorrect material, Buna N not Viton. Subsequent checks at A/DV have also found some of the subject rebuild kits at A/DV to contain backup rings of incorrect material. Use of the incorrect material in the hydraulic system could cause operational problems with the actuators and that could adversely affect the safety related function of the MSIV's/FWIV's.
This problem has been reported to the      NRC by A/DV.
Because of the finding, the 4-Way valves and 4-Way valve rebuild kits supplied by A/DV may contain non-viton 0-rings and backup rings. These 0-ring and backup ring materials should be verified as Viton.        If they are not Viton, they should    be  replaced with Viton.
We  recommend  that a specific gravity (S.G.) test be used for verification testing.      Black Viton 0-rings/Backup rings (S.G. 1.85 a .03) should sink in a 1.75 S.G. saline fluid but float in a 1.95 S.G. saline fluid. Brown Viton 0-rings/Backup rings (S.G. 2.14 + .03) should sink in a 1.95 S.G. saline fluid but float in a 2.22 S.G. saline fluid. Buna N 0-rings/Backup rings should float in 1.75 or higher S.G. saline fluid. At the conclusion of the specific gravity test, the saline solution should be rinsed from the seals and the seals dried.

A problem relating to Feedwater Isolation Valve actuators that we furnished to Kansas Gas and Electric, Wolf Creek has been identified by Wolf Creek personnel.

~Baoku rincis furnished in spare parts seal kits and possibly in the 25 GPM four-way valves which are part of the actuators are of incorrect material. The backup rings should be Viton and have been identified by Wolf Creek as Buna N.

All customers that have actuators with Teledyne Republic four-way valves will be notified of this problem. The following plant sites have equipment that may have wrong backup ring material furnished.

HSIV/FWIV Actuator Hydraulic 4-Way Valves/Rebuild Kits

Reference:

A/DV's dedication program includes the above mentioned specific gravity test of Viton 0-rings and backup rings. As a result, the possibility of A/DV supplying incorrect material for seals for safety related components is minimized.
