Dear Mr. Denton:
Enclosed are one (1) signed and four (4) copies of an application for amendment to Facility Operating License No. DPR-7.
This license amendment request proposes to modify the existing Humboldt Bay Power Plant Security Plan to reflect the " possession-only" status of Unit No. 3. Because the proposed plan is a complete plan replacement, there are no revision bars id atifying changes from the existing plan.
PGandE requests that this intense amendment request be processed expeditiously in order to permit the unit to be placed in a condition that reflects its possession-only license as soon as possible. PGandE will implement the modified Security Plan after NRC approval.
PGandE is hereby withdrawing the Security Plan to support Decommissioning and SAFSTOR which was transmitted by HBL-85-017, dated April 26, 1985, and was revised by HBL-85-050, dated October 22, 1985. This plan was accepted in an NRC letter dated January 21, 1986.
