DETAILED DESCRIPTION In Reference 1, the Cyber Security Plan for Wolf Creek Nuclear Operating Corporation, WolfCreek Generating
- Station, (hereafter referred to as Cyber Security Plan) and associated implementation schedule were approved by the Nuclear Regulatory Commission (NRC).Because the Cyber Security Plan Implementation Schedule contained in Reference 2 wasutilized as a portion of the basis for the NRC's safety evaluation provided by Reference 1, thisproposed amendment request includes:
- 1) a proposed change to the existing renewed facilityoperating license condition for the physical protection license condition to reference a deviation for the completion date for an implementation schedule milestone and 2) a proposed RevisedCyber Security Plan Implementation Schedule for the completion date of Implementation Milestone
- 8. Implementation Milestone
- 8 requires the full implementation of the Wolf CreekNuclear Operating Corporation (WCNOC) Cyber Security Plan for all SSEP (safety related andimportant-to safety functions, security functions, and emergency preparedness functions including offsite communications) functions by no later than December 31, 2014. This changeproposes a revision to the completion date of Implementation Milestone
- 8.3. TECHNICAL EVALUATION In Reference 3, the Nuclear Energy Institute (NEI) transmitted to the NRC an implementation schedule template to aid compliance with the NRC's cyber security regulations codified in 10CFR 73.54 which was acknowledged in Reference 4 by the NRC. NEI engaged the industry inan effort to ensure that utilities submit an implementation schedule consistent with the templateprovided by Reference
- 3. WCNOC provided the requested implementation schedule inReference 2 in accordance with the template which the NRC acknowledged in Reference

The following technical evaluation provides information concerning eight criteria that serves to explain thecurrent status of the WCNOC cyber security program and the need for the Implementation Milestone
- 8 completion date revision.
The evaluation describes how prioritization ofWCNOC's complete and planned implementation actions will provide assurance that digitalcomputer and communication systems and networks are adequately protected against cyberattacks up to and including the design basis threat established by 10 CFR 73.1(a)(1)(v),
untilthe full program is implemented by the proposed completion date.

Thislicense amendment request also contains the proposed revised WCNOC Cyber Security PlanImplementation Schedule (Attachment IV).4. REGULATORY EVALUATION 4.1 Applicable Regulatory Requirements/Criteria 10 CFR 73.54 requires licensees to maintain and implement a cyber security plan. Wolf CreekGenerating Station (WCGS) renewed facility operating license includes a physical protection license condition (Paragraph 2.E of the Renewed Facility Operating License No. NPF-42) thatrequires Wolf Creek Nuclear Operating Corporation (WCNOC) to fully implement and maintainin effect all provisions of the Commission-approved cyber security plan, including changesmade pursuant to the authority of 10 CFR 50.90 and 10 CFR 50.54(p).
4.2 No Significant Hazards Consideration Pursuant to 50.90, "Application for amendment of license, construction permit, or early sitepermit,"
Wolf Creek Nuclear Operating Corporation (WCNOC) hereby requests an amendment to the Renewed Facility Operating License No. NPF-42 for the Wolf Creek Generating Station(WCGS). This amendment request proposes a change to the Implementation Milestone
- 8completion date specified in the WCNOC Cyber Security Plan Implementation Schedule.

Does the proposed change involve a significant increase in the probability orconsequences of an accident previously evaluated?
Response:
NoThe proposed change to the WCNOC Cyber Security Plan Implementation Schedule isadministrative in nature. This change does not alter accident analysis assumptions, add anyinitiators, or affect the function of plant systems or the manner in which systems are operated, maintained,
- modified, tested, or inspected.
The proposed change does not require any plantmodifications which affect the performance capability of the structures,
- systems, andcomponents (SSCs) relied upon to mitigate the consequences of postulated accidents, and hasno impact on the probability or consequences of an accident previously evaluated.
Therefore, the proposed changes do not involve a significant increase in the probability orconsequences of an accident previously evaluated.
- 2. Does the proposed change create the possibility of a new or different kind of accidentfrom any accident previously evaluated?
Response:
NoThe proposed change to the WCNOC Cyber Security Plan Implementation Schedule isadministrative in nature. This proposed change does not alter accident analysis assumptions, add any initiators, or affect the function of plant systems or the manner in which systems areoperated, maintained,
- modified, tested, or inspected.
The proposed change does not requireany plant modifications which affect the performance capability of the SSCs relied upon tomitigate the consequences of postulated accidents, and does not create the possibility of a newor different kind of accident from any accident previously evaluated.
Therefore, the proposed change does not create the possibility of a new or different kind ofaccident from any previously evaluated.
- 3. Does the proposed change involve a significant reduction in a margin of safety?Response:
NoPlant safety margins are established through limiting conditions for operation, limiting safetysystem settings, and safety limits specified in the technical specifications.
The proposedchange to the WCNOC Cyber Security Plan Implementation Schedule is administrative innature. Since the proposed change is administrative in nature, there is no change to theseestablished safety margins.Therefore the proposed change does not involve a significant reduction in a margin of safety.

4.3 Conclusions
In conclusion, based on the considerations discussed above, (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposedmanner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and securityor to the health and safety of the public.5. ENVIRONMENTAL CONSIDERATION WCNOC has evaluated the proposed change and has determined that the change does notinvolve (i) a significant hazards consideration, (ii) a significant change in the types or significant increase in the amount of effluent that may be released
- offsite, or (iii) a significant increase inthe individual or cumulative occupational radiation exposure.
Accordingly, the proposedchanges meets the eligibility criterion for categorical exclusion set forth in 10 CFR 51.22(c)(9) and (12). Therefore, pursuant to 10 CFR 51.22(b),
an environmental assessment of theproposed change is not required.

D. Exemptions from certain, requirements of Appendix J to 10 CFR Part 50, andfrom a portion of the requirements of General Design Criterion 4 of Appendix A to10 CFR Part 50, are described in the Safety Evaluation Report. Theseexemptions are authorized by law and will not endanger life or property or thecommon defense and security and are otherwise in the public interest.
Therefore, these exemptions are hereby granted pursuant to 1.0 CFR 50.12- With thegranting of these exemptions the facility will operate, to the extent authorized herein, in conformity with the application, as amended, the provisions of the Act,and the rules and regulations of the Commission.
E. The licensee shall fully implement and maintain in effect all provisions of theCommission-approved physical
- security, training and qualification, andsafeguards contingency plans including amendments made pursuant toprovisions of the Miscellaneous Amendments and Search Requirements revisions to 10 CFR 73-55 (51 FR 27817 and 27822) and to the authority of10 CFR 50.90 and 10 CFR 50.54(p).
The set of combined plans, which containsSafeguards Information protected under 10 CFR 73.21, is entitled-
"Wolf CreekSecurity Plan, Training and Qualification Plan, and Safeguard Contingency Plan,"and was submitted on May 17,2006.The licensee shall fully implement and maintain in effect all provisions of theCommission-approved cyber security plan (CSP), including changes madepursuant to the authority of 10 CFR 50.90 and 10 CFR 50.54(p).
The licensee's CSP was approved by License Amendment No. 197, as supplemented by achanges approved.
