  • On July 28, 2016, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of STP Nuclear Operating Company (STPNOC, the licensee), at NRC Headquarters, Rockville, Maryland. The meeting notice and agenda, dated July 6, 2016, are located in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 1621 OA086. A list of meeting attendees is provided in the Enclosure to this meeting summary. ML 13295A222, ML 13323A673, ML 13323A 128, ML 13338A 165, ML14015A312, ML14015A311, ML14029A533, ML14052A110, ML14072A075, ML14086A383, ML 14087A126, ML 14149A353, ML 14149A354, ML 14149A439, ML 14178A467, ML 14202A045, ML15072A092, ML15091A440, ML15246A125, ML16111B204, ML16154A117, ML16176A148, ML 16196A241, ML 16209A226, ML 16229A189, ML 16230A232, and ML 16221A393, respectively), STPNOC submitted exemption requests accompanied by a license amendment request for a risk-informed approach to resolve Generic Safety Issue (GSl)-191, "Assessment of Debris Accumulation on PWR [Pressurized-Water Reactor] Sump Performance," at South Texas Project, Units 1 and 2 (STP). The purpose of this public meeting was to discuss the NRC staff's remaining unresolved concerns associated with the licensee's August 20, 2015, document, which provided information on STPNOC's revised methodology to resolve GSl-191 using a risk combined with a deterministic -'Risk over Deterministic' or 'RoverD' -methodology. The meeting focused on providing followup information needed, following the request for additional information (RAI) responses provided in the May 11, June 16, July 18, July 21 (two letters), and July 18, 2016, letters. The STPNOC staff provided a handout titled "STPNOC Public Meeting with NRC to Discuss STPNOC Risk-Informed GSl-191 Licensing Application" and can be found in ADAMS at Accession No. ML 16210A044.

The NRC staff then provided additional feedback on the RAI responses for the thermal-hydraulic analyses since the June 22, 2016, public meeting.1 The NRC stated that over half of the questions were found acceptable. Several questions, however, lacked enough details for the NRC staff to make a safety determination, specifically in the areas of cladding oxide deposition on fuel assemblies, accident scenario progression, debris at fuel grid spacers, initial and boundary conditions for long-term core cooling, validation of closure relationships and the evaluation model, several requested sensitivity studies, and uncertainty and design margin. The details of these questions will be provided to STPNOC staff as followup RAI questions. STPNOC staff stated that they intended to provide responses to the remaining NRC staff questions in the September submittal. Other issues to be resolved by STPNOC in the September submittal include, a Rovero update including a new critical weld list and updates to small cold-leg breaks greater than 16-inch hot-leg breaks, and double-ended guillotine breaks; technical specification and updated final safety analysis updates; and followup RAI responses. STPNOC stated it would also provide the basis for STPNOC's treatment of epoxy coatings in containment, the boric acid precipitation Westinghouse analysis, and a discussion on the changes to the risk analysis. Additionally, risk clarifications needed will be discussed in a public meeting scheduled for August 29, 2016. The NRC staff will issue additional RAI questions if docketed responses are needed.
