By letter L-2010-113 dated October 21, 2010 [Reference 1], Florida Power and Light Company (FPL) requested to amend Renewed Facility Operating Licenses DPR-31 and DPR-41 and revise the Turkey Point Units 3 and 4 Technical Specifications (TS). The proposed amendment will increase each unit's licensed core power level from 2300 megawatts thermal (MWt) to 2644 MWt and revise the Renewed Facility Operating Licenses and TS to support operation at this increased core thermal power level.

This represents an approximate increase of 15% and is therefore considered an extended power uprate (EPU).

On March 3,2011, FPL submitted responses to RAIs from the NRC's Health Physics and Human Performance Branch (IHPB) [Reference 2]. Included was a response to IHWB-1.5 in which the processes used to develop human factors interfaces, including verification and validation of operator actions and interfaces, were summarized. The purpose of this letter is to provide the specific reference for those processes and procedures.

As stated in the response, changes in operator action requirements resulting from EPU will be verified and validated. The station's formalized process for verification and validation of the emergency operating procedures and off-normal operating procedures is currently governed by Turkey Point Units 3 and 4 Procedure No. 0-ADM-1 10, Emergency and Off-Normal Operating Procedures Verification and Validation Plan. Instructions for the human factors engineering aspects of plant modifications, including screening checklists, are currently contained in Quality Instruction ENG-QI 1.10, Nuclear Engineering Human Factors. These procedures are subject to revision.
