PALISADES NUCLEAR PLANT SEMIANNUAL RADIOACTIVE EFFLUENT RELEASE REPORT January - June 1992 This report provides information relating to radioactive ~f fluent releases and solid radioactive waste processing at the Palisades Nuclear Plant during the period of January through June 1992. The report format is detailed in Plant Technical Specification

1. Supplemental Information A. Batch Releases Information relating to batch release of gaseous and liquid effluents is provided in Table HP 10.5-1 (Attachment 1) .

B. Abnormal Releases There was one ( 1) reportable incident of an abnormal gaseous release from Palisades during the January - June 1992 reporting period. A brief description is provided.

On January 6, 19 9 2 an unmoni tared

  • re'1e'ase of gaseous radioactivity to the environment due to the
  • escape airlock inner door equalizing valve being stuck open.

The valve was stuck open for approximately 35 minutes following a seal inspection earlier in the shift. This occurrence was documented in,Litensee Event Report 92-004-02.

Analysis of Containment air indicated that 1. 34E-02 total curies had been released. The isotopic quantities released are included in the fir~t quarter totals of this report.

c. Lower Limits of Detection (LLD's) for gaseous and liquid effluents is provided in Attachment 5.

D. Radioactive Effluent Monitoring Instrumentation

1) Main Steam Gross Gamma Activity Monitors (RIA 2323 and 2324)

On February 14, 1992, it was determined that the main steam line radiation elements (RE-2323 and RE-2324) were not environmentally qualified as required by Regulatory Guide 1. 97 and 10CFR50. 49 and as a result were declared inoperable. Per Palisades Technical Specification, Table 3. 24-2, Item Sa, the pre-planned alternate method of

The root cause appears to be personnel error in that there was a lack of attention to detail in both the modification, which installed the main steam line radiation elements, and the development of the list of RG 1.97 variables.

The corrective action for this event is to provide justification for any exemption to the requirements of RG 1.97 for these instruments. This activity is awaiting NRC action.

A detailed report of this situation is documented in Corrective Action documents E-PAL-92-027 and LER 92-012.

2. Gaseous Effluents

' Table HP 10. 5-2 (Attachment 2) lists and summarizes all gaseous radioactive effluents released during the reporting period. The unidentified beta was 1. 74E-4% of the total release.

3. Liquid Effluents Table HP 10.5-3 (Attachment 3) lists and summarizes all liquid radioactive effluents released during the reporting period.

The unidentified beta was 9.61E-04% of the total release.

4. Solid Waste There were no solid waste shipments from January 1 to June 30, 1992 (Table HP 10.5-4, Attachment 4.).
5. Summary of Radiological Impact on Man Potential doses to individuals and populations were calculated using GASPAR and LADTAP computer program codes. The first and second quarter values for curies released were input for each nuclide and summarized as follows:

A. The offsite air doses at the site boundary (0.48 SSE) due to noble gase-s_- were 3. 37E-03 millirad beta- and 1.12E-03 millirad gamma for the first quarter; and 1.43E-04 millirad beta and 3.47E-06 gamma for the second quarter.

The maximum noble gas offsite air dose to the nearest residence (0.5 mi S) for beta occurred during the first quarter, being 2. 4 lE-03 millirads beta and for gamma during the first quarter being 7.99E-04 millirads gamma

The most restrictive organ dose to an individual in an unrestricted area (based on identified critical receptors) from gaseous effluent releases (tritium, particulate and iodine) was to child bone for the first and second quarters. Doses were 1.72E-02 and 2.97E-2 millirem, respectively.

C. Integrated total body doses to the general population and average doses to individuals within the population from gaseous effluent release pathways to a distance of 50 miles from the site boundary were 1.19E-02 personRem and 1.13E-05 millirem for the first quarter; and 1.40E-02 personRem and 1.33E-05 millirem for the second quarter.

D. The maximum total body dose to an individual in unrestricted water-related exposure pathways was 5. 77E-04 millirem (adult) and 7.41E-04 millirem (adult) for the first and second quarters, respectively. The maximum organ doses were 1. lOE-03 millirem (teenage bone) for the first quarter and 1.19E-03 millirem (child bone) for the second quarter.

E. Integrated total body doses to the general population and average doses to individuals within the population from liquid effluent release pathways to a distance of 50 miles from the site boundary were: 2.28E-03 personRem and 2.16E-06 millirem for the first quarter and 2.77E-03 personRem and 2.63E-06 millirem for the second quarter.

6. Process Control Program (PCP)

No changes were made to the Process Control Program.

7. Offsite Dose Calculation Manual (ODCM)

A. The ODCM, Rev 6, is included as Attachment 6. The Offsite Dose Calculation Manual (ODCM) was revised to change critical receptor dispersion values (Table 1.4A, Attachment 7) and design objective annual quantities.

These changes result from the 1991 Palisades Land Use Census which is included as Table 1.4 (Attachment 8).

The distance in the nearest critical receptor "dairy herd" to Palisades changed, which also changed dispersion factors.

The Safety Review (Attachment 9) documents these changes and will not reduce the accuracy or reliability of dose calculations or setpoint determinations.
