PALISADES NUCLEAR PLANT ANNUAL NON-RADIOLOGICAL EWIRONHENTAL OPERATING REPORT' 1.0

Background

Appendix 8 to Provisional Operating License Number DPR-20 for the Palisades Nuclear Plant~ Consumers Power Company, is entitled "Environ-mental Protection Plan (Non-Radiological)".

This document requires*

Consumers Power Company to submit to the Nuclear Regulatory Connission ari Annual Environmental Operating Report prior to May_ l which d.escribes implementation. of the.Environmental Protection Plari during the previous year.

The period covered by this annual report isJanuaryl to December 31, 1988.

The Palisades Plant operated for 4855.9 hours1.041667e-4 days <br />0.0025 hours <br />1.488095e-5 weeks <br />3.4245e-6 months <br /> in 1988 producing a net total of 3,434,336 MWH.

This represents 53.6% of the net demonstrated capacity for 1988.

  • The operation.of the ~alisades Plant did not result.in any adverse impact on the environment near the.Plant.

2.O Environmental Impact* Evaluations '

Throughout 1988, several revisions to proced~res.or modifications to the facility were evaiuated using the Environmental* Evaluation. form for.

There is no impact on the environment, and approval was obtained from the

. Michigan Department of ~atural Resources (MDNR).

2.3 Facility Change, FC-784, "Cold Laboratory Relocation". This modifi-

~ation replaces* the old laboratory wit~ a new facility~ Certain air and.water releases were ev'aluated iri. regard to the NPDES Permit and*

were approved by the HDNR.

Additional Acti~ities A~thorized Under NPDES

  • The. Plant receive*d permission from the Michigan Department* of Natural Resouices.(MDNR) ~or the following additional activity ~ithout thanging the language of th~ Plant NPDES permit:
  • 3.1 Discharge allowances for operation of a Reverse Osmosis (RO) unit.

On May 6, 1988 the MDNR. provided verbal approval for test operat"ion

  • of Reverse _Osmosis makeup water treatment unit.

Operation of the. RO

. Accordingly, no. formal revision. of the Pl_ ant's NPDES Waste Water Permit was required.

4.0 Unusual Environmental Events There were no Unusual Environmental Events in 1988.-

5.0 Environmental Monitoring 5.1 M~teorological Monitoring to Document Effects of Cooling Tower Operation on Meteorological Variables There was no activity on this in 1988.

5.2 Hetbtcide Application

  • . No herbicides were applied in 1988.
  • 6. 0. *Non-Routine Reports*

There were three Non.;.Routine Reports gE!nerated in 1988 related to the*

operation of the Palisades Plant. These were:

6.1 On January 30-31, 1988 the Plant experienced an excursion of the thermal discharge limit of 1300 HBTu/Hr.

Required daily observation of the discharge showed no adverse effect on the aquatic biota.

6.2 On May 16, 1988.the Plant exceeded the daily maxililum limit of 20 mg/Q oil arid grease.

Daily visual observations of the mixing basin and Lake Michigan showed no oil present.

6.3 On *June 16, 1988.-the Plant exceeded the daily maximum limit of 0.2 mg/Q Total Residual Chlorine during chlorination of the circu-lating water system. Visual observations of the mixing basin discharge.and Lake Michigan showed no adverse effects upon aquat~c biota.
