NON-RADIOLOGICAL NPDES PERMIT VIOLATION REPORTS Section 3.2 of Appendix B, Environm~ntal Protection Plan (Non-Radiological) to Provisional Operating License No. DPR-20, entitled, "Reporting Related to NPDES Permits and State Certifications" states that copies of reports to the State of Michigan indicating violations of NPDES permits are to be sent to the NRC. Attached to this letter is a copy of our submittal which identifies supplemental information to one NPDES Notification which was submitted in our May 31, 1989 report. This submittal cover the six (6) month period from May 1989 through October 1989.

August 3, 1989 Mr Fred Morley District Supervisor, SWQD Michigan Department of Natural Resources Plainwell District Office Building 621 North Kent Street PO Box 355 Plainwell, MI 49080 INCIDENT NO: PAL-89-0l-NC131, SUPPLEMENTAL INFORMATION UFI NO: 950*72*40*05/3 Years This is in regard to NPDES Permit No MI 0001457 for the Company's Palisades Plant. In accordance with Part II, A4, an "NPDES Notification," Incident No PAL-89-0l-NC131 was submitted on February 3, 1989 as a report of an apparent difference from the daily maximum effluent limitations for this facility.

This report indicated that the final effluent limitations of 1300 MBtu/hr heat addition to the lake for the mixing basin discharge (Outfall 001) had been exceeded on January 7, 18 and 20, 1989.

Since submittal of this report, this matter has been further investigated. It has since been determined that the heat addition values previously reported for January 7, 18 and 20 were calculated incorrectly. In fact, there was no excursion of the 1300 MBtu/hr.effluent limit on the three days in question.

The actual heat loading to the lake on January 7, 18 and 20 was 839,975 and 1202 MBtu/hr, respectively.

Accordingly, would you please take whatever steps are necessary to correct the record to show that no exceedance of NPDES heat addition limits occurred for these three January days?
