1989 ANNUAL ENVIRONMENTAL OPERATING REPORT Appendix B (Environmental Protection Plan) to Provisional Operating License No. DPR~20 for the Palisades Plant requires Consumers Power Company to submit the Environmental Operating Report annually by May 1.
The attached report covering the period from January 1 to December 31, 1989 fulfills the refer-enced report requirements.

1 PALISADES NUCLEAR PLANT ANNUAL NON-RADIOLOGICAL ENVIRONMENTAL OPERATING REPORT
1.0 Background
Appendix B to Provisional Operating License Number DPR-20 for the Palisades Nuclear Plant, Consumers Power Company, is entitled "Environmen-tal Protection Plan (Non-Radiological)".
This document requires Consumers Power Company to submit to the Nuclear Regulatory Commission an Annual Environmental Operating Report prior to May 1 which describes implementa-tion of the Environmental Protection Plan during the previous year.
The period covered by this annual report is January 1, 1989 to December 31, 1989.
Palisades operated for 6019.3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> in 1989 producing a net total of 3,637,779 MWH.
This represents 56.9% of the net demonstrated capacity for 1989.
2.0 Environmental Impact Evaluations Several revisions to procedures or modifications to the facility were evaluated using the Environmental Evaluation form for impact on the environment during 1989.
Eighteen Environmental Evaluations had concerns dealing with the environment.
One of the evaluations required formal review by the Environmental Department of General Office for impact on the environment.
2.1 Special Test T-282, Component Cooling Water release to Lake Michigan was approved by the Michigan Department of Natural Resources (MDNR) as a one time release to occur in March, 1990.
3.0 Additional Activities Authorized Under NPDES The plant received permission from the MDNR in 1987 to discharge rinse water from the Mixed Bed demineralizers to the lake.
During 1989, hard piping was installed to allow us to rinse to the lake from the Mixed Bed demineralizers.
No changes to the NPDES were required to accommodate this discharge.
The water quality of the discharge met the requirements in the permit.
4.0 Unusual Environmental Events There were no Unusual Environmental Events in 1989 5.0 Environmental Monitoring 5.1 Meteorological Monitoring to Document Effects of Cooling Tower Operation on Meteorological Variables There was no activity on this in 1989 OC0490-0332-NL04
5.2 Herbicide Application No herbicides were applied in 1989 6.0 Non-Routine Reports There were two Non-Routine Reports generated in 1989 related to the operation of the Palisades Plant 2
6.1 On October 23-24, 1989, the Hotwell batch was discharged to the Turbine Sump instead of directly to the Mixing Basin.
The Hotwell was batched to the Turbine Sump at the allowed flow rate, but when the Turbine Sump pumps start, it pumps at a faster rate than the MDNR approved maximum discharge for this batch release.
The MDNR approved discharge limit of.OS ppm for Hydrazine was exceeded for a short duration.
The Hydrazine limit is not a regulated parameter in the Plant's NPDES permit.
NPDES required Daily Observations showed no adverse effects on the aquatic biota or receiving waters.
6.2 A preliminary site investigation of a suspected chlorinated solvent and gasoline release(s) to the ground near the petroleum containment (fuel depot) area was completed in 1989 and reported to the MDNR.
The site investigation delineated a chlorinated solvent plume in the underlying soils and groundwater.
The gasoline release appears to have only affected the underlying soils.
A detailed site investiga-tion report and a remedial action plan will be submitted to the MDNR in 1990.
Upon approval of that plan, remediation of the soils and groundwater at the site will begin.
