PALISADES NUCLEAR PLANT 1994 ANNUAL NON-RADIOLOGICAL ENVIRONMENTAL OPERATING REPORT

1.0 BACKGROUND

Appendix B of the Facility Operating License, DPR-20, for the Palisades Nuclear Plant, Consumers Power Company, is entitled,

" Environmental Protection Plan (Non Radiological)". This document requires Consumers Power Company to submit to the United States Nuclear Regulatory Commission an Annual Environmental Operating Report by May 1st each year. This report describes the implementation of the Environmental Protection Plan during the previous year. The period covered by this report is January 1, 1994 to December 31, 1994.

The Palisades Plant operated for 17,295.6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> during 1994 producing a net total of 4,513,826 MWH. This represents 66.9% of the net demonstrated capacity for 1994.

2.0 ENVIRONMENTAL IMPACT EVALUATIONS Several revisions to procedures and modifications to the facility were evaluated per Palisades Administrative Procedure 4.22, "NON-RADIOLOGICAL ENVIRONMENTAL PROGRAM" during 1994. Thirteen procedures or modifications to the facility were reviewed by the Consumers Power Company Environmental and Technical Services Department for determination of impact on the environment. None of the thirteen procedures or modifications reviewed by the Environmental Department required approval from the Michigan Department of Natural Resources (MDNR) prior to use or implementation.

3.0 ADDITIONAL ACTIVITIES AUTHORIZED UNDER NPDES 3.1 The Palisades Plant's National Pollution Discharge Elimination System (NPDES) permit No. MIO001457 was reissaed on September 15, 1994 and became effective January 1, 1995. The changes to this permit were previously submitted to the NRC in a letter dated November 10, 1994 entitled " Renewal of the National Pollutant Discharge Elimination System (NPDES) Permit".

3.2 With the reissuance of NPDES Permit No. MIO001457 on September 15, 1994, storm water effluent monitoring is no longer required under this permit.

The storm water discharges for Palisades are now regulated under the Michigan Department of Natural Resources, General Permit for storm water discharges, which was issued November 21, 1994. Under this Certificate of Coverage, MIR70P002, the plant site is classified as A.1.1., Storm Water Management Industrial Site.

3.3 The Ground Water Remediation System was in operation from January through November 11, 1994. The unit processed a total of 39.1 million gallons of TCE and PCE contaminated groundwater at the old fuel depot during 1994. The groundwater remediation project is regulated under the NPDES Permit No. M1004931.

4.0 UNUSUAL ENVIRONNENTAL EVENTS There were no unusual environmental events throughout 1994.

5.0 ENVIRONMENTAL MONITORING 5.1 Cooling Tower Meteorological Monitoring Documentation of the effects of the cooling tower operation on meteorological variables was required for two years following the conversion from the once through cooling system to tne cooling towers.

The cooling towers have been in operation for a period of 20 years.

There were no eeteorological monitoring activities related to the cooling towers during 1994.

5.2 Herbicide Application

Herbicides were applied to the Palisades " exit corridor" on September 30, 1994 by Townsend Tree Service Company. The application of herbicides is documented on Attachment A.

6.0 NON ROUTINE REPORTS There were no reports entitled "Non Routine Reports" generated during 1994.
