1.0 BACKGROUND
PALISADES NUCLEAR PLANT 1992 ANNUAL NON RADIOLOGICAL ENVIRONMENTAL OPERATING REPORT 1
Appendix B to the Facility Operating License Number DPR-20 for the Palisades Nuclear Plant, Consumers Power Company, entitled, "Environmental Protection Plan (Non Radiological)," requires a submittal of an annual environmental operating report prior to May 1.
The report describes implementation of the Environmental Protection Plan during the previous year. This report covers calendar year 1992.
Palisades operated for 6845.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> during 1992 producing a net total of 5,142,190 MWH.
This represents 71.9% of the net demonstrated capacity for 1992.
2.0 ENVIRONMENTAL IMPACT EVALUATIONS There were 20 procedures or modifications to the facility that required review by Consumers Power Company Environmental and Technical Services Department for impact to the environment.
None of the 20 documents reviewed by the Environmental Department required approval from the Michigan Department of Natural Resources (MDNR).
3.0 ADDITIONAL ACTIVITIES AUTHORIZED UNDER NPDES 3.1 A revised National Pollutant Discharge Elimination System (NPDES) permit MI0001456 was issued in July 1992.
The revisions to the permit are summarized as follows:
- a.
Provisions were added to the permit to allow for the intermittent use of bromine for zebra mussel control.
Bromine use is not to exceed 120 minutes per day with a maximum concentration of 50 ppb.
- b.
The previous total residual chlorine {TRC) terminology in the permit was revised to now read to total residual oxidant {TRO).
3.2 There was no activity under NPDES Permit No. MI0049131 for the groundwater remediation project of the old fuel depot.
4.0 UNUSUAL ENVIRONMENTAL EVENTS There were no unusual environmental events in 1992.
2 5.0 ENVIRONMENTAL MONITORING 5.1 Meteorological monitoring to document the effects of cooling tower operation on meteorological variables was required for two years following conversion to the cooling towers.
The cooling towers have been in operation for 18 years.
There were no activities in this area during 1992.
5.2 Herbicide Application No herbicides were applied to the transmission corridor during 1992.
Herbicides were used to control weed growth in the switchyard and flower beds at Palisades.
The application of herbicides is documented on Attachment A.
6.0 NON ROUTINE REPORTS There were no Non Routine Reports generated in 1992.
7.0 MISCELLANEOUS ENVIRONMENTAL ACTIVITIES 7.1 Palisades notified the MDNR on January 24, 1992 that we planned on using Rhodamine WT (a dye) to trace a leak in the storm drain system.
The MDNR has approved our use of the dye in previous years and the contact with them verified that it was O.K. to use it again, and to notify them that we may be discharging dye colored water.
7.2 On Friday, April 3, 1992 during the performance of a technical specification test, the plant inadvertently released 160 gallons of component cooling water which contained sodium nitrites to Lake Michigan.
The nitrite concentration released to the lake was approximately 23 ppm.
The MDNR was notified of the event on April 8, 1992 via letter from Consumers Power Company.
There was no adverse environmental impact on the lake waters and the matter was addressed to the MDNRs satisfaction.
7.3 Palisades received approval from the MDNR on the design basis for the Palisades remediation plans for the groundwater and soil at the old fuel depot. Approval was granted on July 30, 1992.
7.4 NPDES Notifications
- a.
The oil and grease daily maximum effluent limitation of 20 ppm was exceeded on April 8, 1992. A grab sample from T-41 (Turbine Sump Outfall) contained 25.6 ppm oil and grease.
- b.
The daily maximum chlorine effluent limitation of 0.3 ppm for Outfall 001 was exceeded on July 13, 1992 at 1310 hours0.0152 days <br />0.364 hours <br />0.00217 weeks <br />4.98455e-4 months <br /> during routine chlorination of the circulating water system. A grab sample contained 0.35 ppm total residual chlorine.
- c.
The daily maximum chlorine effluent limitation of 0.3 ppm for Outfall 001 was exceeded on May 17, 1992 at 1900 hours0.022 days <br />0.528 hours <br />0.00314 weeks <br />7.2295e-4 months <br /> during chlorination of the service water system. A grab sample contained 0.62 ppm total residual chlorine.
7.5 On January 9, 1992 and July 9, 1992 the plant reported a loss of sewage from the plant's sewer lines to storm drains.
On January 9, 1992 the volume of clear sewage effluent that overflowed into the storm drain was approximately 10 gallons.
The volume of clear sewage effluent that overflowed on July 9, 1992 was estimated to be 100 - 200 gallons.
Both events were reported to the MDNR.
7.6 Effective February 25, 1992, the Palisades Plant has MDNR approval to discharge accumulated storm water runoff from the main plant transformer collection pit to Lake Michigan.
This request was evaluated and submitted to the MDNR in 1991.
7.7 On April 14, 1992 approximately 140 brown trout and steelhead fish entered the mixing basin through one of the mixing basin discharge pipes that was missing its screen. These fish died when the temperature in the mixing basin was increased to normal operating temperature during plant startup. This event was reported to and resolved with MDNR.
Corrective action in the form of inspection of all the screens on the mixing basin discharge pipes occurred during April 1992.
The one missing screen was reinstalled with U-bolts.
