Dear Mr. Eisenhut:

Your letter of July 11, 1980, to all applicants for operating licenses and construction permit holders requested that those applicants not listed in the enclosure accompanying that letter provide the date they plan to tender their operating license application to the NRC.

As vou know, construction of Northern Indiana Public Service Company's (NIPSCO) Bailly unit has been halted since September of 1977 awaiting the completion of the NRR review of the pile foundations for that unit. NIPSCO is also engaged in proceedings concerning its request for an extension of the latest completion date for Construction Permit Number CPPR-104.

The uncertainties associated with these proceedings make precise esti-mates of filing dates impossible. However, NIPSCO's most current estimate is that the FSAR for Bailly will be filed in January of 1984 and the ER in June of 1984. These dates may have to be adjusted depending on the outcome of the above-mentioned proceedings.
