Please provide the results of the boric acid precipitation analysis (i.e., analysis report) that supports the D.C. Cook Unit 2 power level of 3479.8 MWt. The analysis should show the boric acid concentration versus time assuming no switch to simultaneous injection. The analysis should also list all of the key parameter inputs and assumptions applicable to the model used to identify the emergency operating procedure timing for switching to hot-leg injection. The evaluation of boric acid precipitation should have been submitted when the last power increase/uprate was requested in 2003 as part of the measurement uncertainty recapture (MUR) uprate. The boric acid precipitation report is not related to the LBLOCA best0-estimate model change currently under review, however, the NRC staff needs it because this analysis was not submitted previously, and therefore was not reviewed by the NRC staff as part of the 2003 MUR uprate to demonstrate that this evaluation bounds the current higher power level amendment.

D. C. Cook Unit 2 Proposed LBLOCA Amendment - Draft RAI (TAC ME1017)

Helen and Joe:

By letter dated 3/19/2009, as supplemented on 11/20/2009, I&M requested an amendment to reflect the large-break LOCA reanalysis. Our review of the application is ongoing. We found that in order to complete our review, the following information is needed. Please review the following draft RAI question and let me know how you propose to disposition this draft question.

Please feel free to request a conference to discuss these questions and your proposed reply in a conference.

This e-mail aims solely to prepare you for a conference call if you so desire one. This e-mail does not formally convey an NRC staff technical position. It also does not formally request for additional information unless you accept it as formal RAI.
