The undersigned organizations, Beyond Nuclear (BN); Citizens Action Coalition (CAC);

Don't Waste Michigan (DWM); Michigan Safe Energy Future; Nuclear Energy Information Service ("NEIS"); and Nuclear Information and Resource Service (NIRS), hereby supplement their October 9, 2020 comment letter to you. After reviewing IMPCs as found and as left photograph array of the Unit 1 reactor pressure vessel (RPV), we even more strongly urge the Nuclear Regulatory Commission to deny Indiana Michigan Power Companys (IMPCs) request for emergency relief, and to and require IMPC to immediately perform inspections of all remaining penetration welds in the RPV. The photographs underscore the possibly serious threat to public health and safety from the continued operation of Unit 1.

The pictures are illustrative for both what they show and what they dont show. They are the low-hanging fruit of the RPV investigation, i.e., the accessible and visible surfaces from which inferences might be made concerning the deteriorated condition of the unseen and less-inspectable surfaces. We solicited retired nuclear engineer David Lochbaums thoughts regarding the photos IMPC transmitted to the NRC and he observed as follows:

The ASME code seeks to eliminate circumstantial cases like that of the company.

When boric acid residue is discovered around a nozzle, the code requires that the inside of the nozzle and its J-groove weld be examined for signs of cracking (and leaking). The exams conclusively determine whether the nozzle(s) is, or is not, the source of the boric acid. Kinda factors guessing out of the equation.

Some of the "as-found" nozzle pictures seem to indicate that the narrow gaps between the nozzles and the head have filled with boric acid that then overfills the gap to coat the nearby reactor vessel head. If so, the source of the borated water would most likely be a cracked nozzle.

But conjecture is not a sound substitute for the nozzle exams required by the ASME code. The exams, if performed, would definitively prove whether the nozzles are or are not a source of the leaking borated water.

The "as-found" and "as-left" pictures are inconclusive. If they were sufficient evidence, then the ASME code would permit pictures instead of the required exams of the inner nozzle surfaces and J-groove welds.

The nozzle inspections must occur now, without delay. There is plenty of energy available throughout the regional and electrical grid if Cook Unit 1 is kept out of service for visual confirmation of the condition of the RPV. For the NRC to refuse stringent regulation, given the troubling history of David-Besse nuclear power plant will be gravely irresponsible.

Please order IMPC to keep D.C. Cook, Unit 1 out of service and require the inspections immediately. Thank you.
