By the attached e-mail dated 3/17/2011 (Accession No. ML110770484), I notified you that the NRC staff would like to discuss with you outside the review scope of the large-break LOCA (LBLOCA) amendment that you have requested, the lateral k factor values used in the LBLOCA analysis. On 3/31/2011 we issued Amendment No. 297 (Accession No. ML110730783), approving the new LBLOCA analysis; pages 3 and 4 of the safety evaluation contain a discussion of the lateral k factor issue, concluding that:
The NRC staff had made an observation on the licensee's conclusion regarding the CNP-2 sensitivity study on the impact of the lateral k-factor values on PCT during downcomer boiling following an LBLOCA. The followup of the resolution of this observation will occur separately and will be tracked by TAC ME5865. The NRC staff believes that there is sufficient margin in the PCT limiting case such that this lateral k factor issue does not affect the staff's safety evaluation for the current LBLOCA amendment.
The purpose of this e-mail is to inform you that I am closing TAC ME5865. The closure of TAC ME5865 does not signify anything other than that I have determined that any future followup action regarding this issue, should the staff decides to initiate any, will no longer be tracked by a Cook Unit 2 TAC number.
