Cook 50.54(f) SPRA Submittal - Completeness Review Done and Path Forward Date: Monday, December 09, 2019 6:01:00 PM Good afternoon Joe, The purpose of this email is to inform you that: 1) the NRC staff has finished its completeness (similar to an acceptance) review of the D.C. Cook 50.54(f) seismic probabilistic risk assessment (SPRA) submittal (ADAMS Accession No. ML19310D805), 2) the submittal contains sufficient information to proceed to stage 2 - the detailed audit review, 3) to share our proposed review timeline, and 4) to request that information be provided on the DC Cook SPRA e-Portal audit folder to support the staffs detailed review of the submittal.

Completeness (Acceptance) Review The staff has completed its Completeness review (Stage 1) and has determined that sufficient information has been provided to proceed to Stage 2.

The tentative review schedule for the staffs review can be found below.

Proposed Review Timeline (subject to change)

Stage (1): Completeness Review - DONE Stage (2): Verify that SPRA is Suitable for Decision-Making and Develop Recommendation Prepare first draft of the Technical Review Checklist (ADAMS Accession No. ML17041A327) - March 2020 Clarification call with licensee and NRC staff (if needed) - March 2020 Updated Technical Review checklist using responses to clarification questions and determine tentative recommendation - June 2020 Technical Review Board Briefing - July 2020 Senior Management Review Panel (SMRP) Briefing - August 2020 Issue Staff Response Letter - September 2020, unless SMRP concludes that further evaluation (Stage 3) is needed

Request for e-Portal Information The staffs review of the SPRA report follows the generic audit plan dated July 6, 2017 (ADAMS Accession No. ML17177A446). The audit process is used to confirm statements in the SPRA submittal. To support the Staffs review, please make the following documents (or portions supporting the submittal) and information available in your e-Portal:

1. PWROG-18062-P, Revision 0 Peer Review of the D.C. Cook 1&2 Seismic Probabilistic Risk Assessment, dated January 2019. [Reference 6].
2. Report AEPDCC-00058-REPT-001, SPRA F&O Independent Assessment and Focused-Scope Peer Review, Donald C. Cook Nuclear Plant Units 1 and 2, Revision A. [Reference 64]
3. CNP Document 15C4313-RPT-002, Fragility Analysis Plan for Cook Nuclear Plant (CNP) Unit 1 & 2 Seismic PRA, Revision 3. [Reference 30]

b. Seismic Induced Very Small LOCA, SF-VSLOCA (Table 5.4-2).
c. Seismic Failure of Relay Group D_1, RELAY_D_1 (Table 5.4-2).
d. Seismic Failure of Train CD Battery Rack, SF-BATCD (Table 5.4-2).
e. SC-I Building Auxiliary Building, SF-SCIBAB (Table 5.5-2).
f. Supplemental Diesel Generator System Components, SF-SDG (Table 5.5-2).

In addition, please include the structural analysis of the building where these components are located so that the staff can assess the process for development of the In-Structure Response Spectra (ISRS).

16. Confirmation that the licensees SPRA model incorporates the latest resolutions to all IEPRA peer review finding level F&Os (open as well as closed). Provide justification that the exclusion of those resolutions from the SPRA as well as dispositions of open findings does not significantly change the corresponding results.

The rationale for requesting items 15 and 16 is to determine the acceptability of the base IEPRA model.

Milton will still be involved as a backup resource, so he is still available as well.
