OF DECEMBER 13, 2012, MANAGEMENT MEETING WITH TENNESSEE VALLEY AUTHORITY ON THE STATUS OF HYDROLOGY On December 13,2012, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the Tennessee Valley Authority (TVA) at NRC Headquarters, One White Flint North, 11545 Rockville Pike, Rockville, Maryland.
The purpose of the meeting was to discuss:
- status of TVA efforts to build a new hydrology model based on current hydrology software and the resulted probable maximum flood levels,
- results of recent analysis of the HESCO temporary flood barrier's vulnerability to postulated barge impact and the simulations to close the traffic access gaps upon notification,
- update on learning from Fukushima flooding walkdowns, and
- status of commitments made to the June 25, 2012 Confirmatory Action Letter.
An agenda was provided with the meeting notice (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12319A172). A list of attendees is enclosed.
Mr. Joseph Shea discussed TVA's slide presentation (ADAMS Accession No. ML12348A208) with support from TVA staff, and answered questions from the NRC staff. TVA plans to submit a supplement to the July 19, 2012, license amendment request (LAR) for Watts Bar Unit 1 to include the main control room emergency ventilation chiller circulating water pump and clarify h,Ow it is credited in the design bases of the plant. However, TVA does not expect, in the near future, to update the July 19, 2013 LAR to include the methodology and the new probable maximum flood level based on the recent analysis discussed and requests the current staff review be continued. TVA plans to submit a report in January 2013 documenting the results of the recent analyses and exercises, including the following:
- 1. The results of the HESCO temporary flood barrier gap closing simulation exercises recently performed.
- 2. River traffic management plan.
- 3. Results of the recently performed computational fluid dynamics (CFD) computer model simulation of a runaway barge, including the description of the model, velocity profile along the depth of the water, and the choice of projectile shape to represent a barge.

- 4. For future additional CFD modeling considerations, include wind effects and the feasibility of modeling an assumed barge impact on the HESCO barrier and work backward for a credible starting point.
No regulatory decisions were made at the meeting. Members of the public were in attendance by telephone. No public meeting feedback forms were received.
