Subject:
WNP-2, OPERATING LICENSE NPF-21 PERFORMANCE SELF ASSESSMENT REPORT The purpose of this letter is to transmit a copy of the Supply System's Performance Self Assessment Report. The attached report documents the results of an assessment, which was conducted October 6, 1997 through October 31, 1997, of key functional areas at WNP-2. The assessment team was comprised of several nuclear utility personnel, supported by Supply System employees knowledgeable in the areas evaluated.
The goal of the assessment was to obtain an independent and critical functional evaluation of WNP-2 performance using industry and NRC standards and methodologies. The assessment focused on functional areas rather than departmental organizations. As a result, performance issues identified are associated with plant-wide functions, and not with specific work groups.
From an overall perspective, it was concluded from the assessment that WNP-2 performance during the last year can be characterized as improving, but at a slower rate than expected, with a continuing need for management attention in certain key areas. Actions have been developed for resolving issues identified during the assessment.
We consider the self assessment process to be an integral part of our continued efforts to ASl I"
t improve performance and would welcome an opportunity to discuss the results and planned actions pertaining to the attached assessment report.
