Enclosure I includes a summary of the changes made to the TQAR since June 1996. Enclosure II contains marked up versions of the TQAR showing all changes that have been made since the last annual submittal. Enclosure III is the current TQAR including all revisions issued through Revision 52 dated April 30, 1997.

All changes have been reviewed by the FPL Nuclear Assurance Department and it has been concluded that these changes do not reduce the commitments in our program description which has been previously accepted by the NRC. The enclosed information accurately presents changes made since the previous FPL annual TQAR submittal.

Please note that this submittal does not include the proposed changes to the Florida Power 8c Light TQAR (TQR 1.0, Organization) submitted to the NRC on April 29, 1997 (FPL letter L 115).

ENCLOSURE I Summary of changes to the Florida Power & Light Topical Quality Assurance Report (FPL TQAR 1-76A) since June, 1996.

1. Table of Contents (Each Revision)

The Table of Contents has been revised at each revision of a portion of the TQAR to reflect the most recent revision of all documents within the TQAR.

2. T R 1.0: ORGANIZATION (Rev. 28 to Rev. 29)

Revisions to reflect organizational change and restructuring.

Changes made in the realignment of Nuclear Engineering organization.

4. T R 2.0: UALITYASSURANCE PROGRAM (Rev. 14 to Rev. 15)

One title change and relocation of a required review from TQR 1.0.

5. T R 3.0: DESIGN CONTROL (Rcv. 12 to Rev. 13)

This revision eliminates outdated examples of safety related item databases; removes the description of design change reviews for CNRB, PNSC, and FRG from the IMPLEMENTATION section (specifics remain in the RESPONSIBILITIES section);

clarifies software requirements; corrects several titles resulting from organizational changes; and relocates a required review from TQR 1.0.
