Dear Mr. Rusche:

As you are aware, the first of the four proposed Shearon Harris

-- Nuclear Power Plant units is scheduled for fuel loading on June 1, 1983.

To meet this date, Carolina Power & Light Company (CP&L) had expected to complete additional site preparation activities this summer in anticipation of receipt of a Construction Permit (CP) in the spring of 1977. However, the additional site preparation activities were not allowed under the present Construction Permit exemption, and the Company has appropriately adjusted the construction plans for this plant. The resulting schedule provides an efficient, continuous construction sequence initiated with mobilization of construction forces in the fall of 1976 and receipt of the CP as early in the fall as possible but no later than December 1, 1976.

Me believe that all necessary submittals and reviews can be completed in time to resume the public hearing by August 1, 1976. Consis-tent with this objective, by May 31, 1976, CP&L will amend the Construction Permit application to provide current information on the financial status of the Company and will amend the Environmental Report to provide the current projection of the need for power in the CP&L service area.

Carolina Power & Light Company representatives will arrange to meet with your staff to develop a coordinated schedule consistent with the above objectives. If additional information is needed to resume the formal review of this docket, please do not hesitate to contact us at any time.
