Dan, The NRC staff completed the LIC-109 acceptance review of the Relief Request (RR) 1 2-001-MX, Revision 0, submitted by Florida Power Corporation by letter No.

3F0412-08 dated April 30 , 201 2 (ML12124A067). The licensee has submitted the request, for the fourth 10-year ISI interval (second 10-year containment ISI interval)for Crystal River Unit 3 Nuclear Generating Plant (CR-3), pursuant to 10 CFR 50.55a(a)(3)(i), on the basis that the proposed alternative for rebar splicing provides an acceptable level of quality and safety,.

RR 12-001-MX, Revision 0, requests NRC's approval to use ASME Code Case N-791, "Shear Screw and Sleeve Splices," as an option for reinforcement splicing for the CR-3 delaminated containment repair as an alternative to the provisions IWL-4230 "Reinforcing Steel" which requires rebar to be corrected by any method permitted by theoriginal Construction Code or ASME Section III, Division 2.

Based on the criteria in Appendix B, "Guide for Performing Acceptance Reviews," as addressed in Section 3.1.2, "Technical Staff Criteria," and Section 3.2.3, "Acceptable for Review" of the LIC-109 Acceptance Review Procedure, Revision 1, the NRC staff finds that the relief request includes sufficient in formation for the staff to proceed in conducting a detailed technical review. However, there may be potential areas where additional information may be needed, which will be addressed by the RAI process during the detailed review.
