Nuclear Regulatory Commission (NRC) issued NRC Bulletin 2003-04 to inform licensees of performance concerns associated with reporting of data to and the resulting materials balances contained in the Nuclear Materials Management and Safeguards System (NMMSS) database. The Bulletin requested Licensees to perform a one-time reporting within 90 days of the date of the bulletin of quantities of special nuclear material and/or foreign obligated source material in their possession as well as quantities of other Government-owned materials specified in the Bulletin.

The Bulletin requested licensees to submit the results of the one-time reporting directly to NMMSS.

Union Electric Company (AmerenUE) reported the last inventory to NMMSS in reports 741.803, 742_el.803, 742_e4.803, 742_10.803, 742_50.803, and 742c.803 dated August 31, 2003 as required by 10 CFR 74.13(a). These reports meet the requirements of Bulletin 2003-04. We also submitted an email to NMMSS requesting that NMMSS confirm that Callaway Plant's inventory of Government-owned and not-Government owned Pu, U-233 and enriched uranium as reported in these documents agrees with the NMMSS database. We also requested that NMMSS k1A3 tc41 a subsidiary of Ameren Corporation

ULNRC-0493 1 January 5, 2004 Page 2 confirm that Callaway Plant's inventory of foreign origin thorium, depleted uranium and natural uranium agrees with the NMMSS database. Callaway Plant has no holdings for Government-owned curium, neptunium, tritium, deuterium, americium, enriched lithium, californium or berkelium. Therefore, AmerenUE has satisfied the intent of the Bulletin 2003-04 and additional reporting is not required. It is our understanding this information will be fonvarded on to NMMSS by the NRC.

This letter is submitted consistent with the guidance in NMMSS News dated October 30, 2003 and additional communication dated December 09, 2003, from Donna Hinton, regarding the response to this bulletin.

Please confirm that my inventory of Government-owned and not-Government owned Pu, U-233 and enriched uranium as reported in these documents agrees with the NMMSS database. Please confirm that my inventory of foreign origin thorium, depleted uranium and natural uranium agrees with the NMMSS database. Callaway Nuclear Station has no holdings for Government-owned curium, neptunium, tritium, deuterium, americium, enriched lithium, californium or berkelium.

If NMMSS database agrees with my inventory values reported, please send me an e-mail noting this fact to Charles B. Serfas at cbserfasecal.ameren.com.
