This letter is in response to the Generic Letter 88-02 dated January 20, 1988, regarding utility interest in participating in an Integrated Safety Assessment Program, ISAP II. The generic letter requested that the utility indicate a positive or negative interest in participating in ISAP II within 30 days of the date of that letter.

In response to your request, Houston Lighting & Power Company (HL&P) does not have an interest in participating in this program at the present time.

However, as has been previously indicated (ST-HL-AE-1606, dated May 8, 1986),

HL&P is in the process of completing a Level 1 Probabilistic Risk Assessment (FRA). A limited containment analysis, an external events analysis, and an uncertainty analysis are also being performed. This PRA, which will be complete in early 1989, is expected to be maintained current as plant modifications are made, and we plan to use it to provide input to an Integrated Living Schedule Program.

Participation in the ISAP II program requires at a minimum the availability of a Level 1 PRA on the participating plant. As written, the referenced generic letter may be read to suggest that the participants in the ISAP II program will be required to maintain the Level 1 PRA current for the I

purpose of the continuing evaluation of plant changes. It is unclear how ISAP II relates to a utility's Integrated Living Schedule Program. Clarification of this relationship is necessary so that HL&P's furture involvement with this program may be given due consideration.
