(1) Letter from H14P to NRC, M. R. Wisenburg to Document Control Desk, May 26, 1987, ST-HL AE-2190 By letter dated May 26, 1987 (Reference 1) Houston Lighting & Power Company (HIAP) provided additional information in support of our exemption request to CDC-4 for the pressurizer surge lines and the accumulator lines.

Subsequent to that submittal the NRC requested specific additional information on the 10 inch and 8 inch lines from the accumulator line to the first check valve. The 10 inch and 8 inch lines are branch line connections to the residual heat removal (RHR) system. This additional information dockets technical results which have previously been reviewed with the NRC in meetings and telephone discussions.

The information in Attachment 1 of this submittal confirms that the 10 inch and 8 inch piping connected to the STP accumulator lines for both Units 1 and 2 meet all the criteria for break elimination as specified by NUREC 1061.

Because Attachment I cc,ntains information proprietary to Westinghouse Electric Corporation, the attached affidavit signed by Westinghouse management sets forth the basis on which the information may be withheld from public disclosure by the NRC in ecordance with the requirements of 10CFR2.790(b)(1).

This affidavit addresses with specificity the considerations of 10CFR2.790(b)(4). Correspondence with respect to the proprietary aspects of the affidavit and Application for Withholding of Attachment 1 should reference CAW-87-054 and should be addressed to R. A. Wiesemann, Manager Regulatory and Legislature Affairs, Westinghouse Electric Corporation, P. O. Box 355, Pittsburgh, Pennsylvania 15230.

The schedular exemption would be in effect until 6 months following the issuance of the broad scope rule or through 2 cycles of operation of Unit l 'and 1 cycle. of operation of. Unit 2, whichever occurs first. ~The exemption would eliminate the requirement to provide protection on South Texas Project Units 1 and 2 from the dynamic effects associated with postulated pipe breaks in the connecting 10 inch and'8 inch lines from the three accumulator ILnes to the first check valve.
