Dear Mr Martin:

My letter of March 18, 1987 transmitted correspondence with Ms Billie Garde of GAP and asked for your assistance in obtain-ing information purportedly held by her relating to alleged deficiencies in the South Texas Project.  ;

When it became evident after an extended period of discus-sions that Ms Garde was unwilling to utilize our SAFETEAM pro-cedures, even as modified to meet certain of her reservations about the system, we thought it prudent to communi S ate through our newsletter with project employees concerniry GAP, SAFETEAM, and the NRC (see attachment). I have been advised that GAP has {

demanded the opportunity to place a " rebuttal article" in the newsletter. HL&P has declined to do so.

The SAFETEAM Program at the South Texas Project was established in late 1984 to provide an opportunity for employees at the South Texas Project to expmss any concerns ,

they might have about nuclear safety or quality. In practice, SAFETEAM will accept concerns on any subject. SAFETEAM interviewers, investigators, and the SAFETEAM manager are independent contractors. SAFETEAM will provide a written response to your concern. SAFETEAM pledges to pmtect the anonymity of anyone who comes to them with a concern. SAFETEAM is in place now, and will continue to be active at the South Texas Project.

The Government Accountability Project, commonly known as GAP is not associated in any way with anv agency or part of the federal, state, or local government. GAP is a "public interest" organization. GAP has been an intervenor at several nuclear pmjects, including 3 Midland, Diablo Canyon, . Comanche Peak, and Waterford. GAP has typically tried to j solicit information from project workers, and used that information to intervene in licensing proceedings. By their actions, they are an anti-nuclear organization which represents a threat to the construction and operation of a nuclear project. GAP will also, l for a fee mpresent workers in such actions as Department of Labor proceedings.

Some employees of Ebasco have brought to our attention that they have been contacted by people who identified themselves as mpresentatives of GAP. Anyone may discuss any matters with GAP if they so choose. i If you have concern about the South Texas Project, we urge you to bring your concern to SAFETEAM. Their toll-fme number is 1-800-292-5123. The professionalism of everyone involved has contributed to the construction and start up of this Unit with the confidence that it will be a safe, clean and important source of energy for many years to come.

With the conclusion of Hot Functional Testing in sight, the time has come to begin the Countdown to Fuel Load. The target date to begin loading fuel is June 1st. The bottom i line will keep careful watch with the rest of the world as we continue toward this most important milestone.
