In Reference 1, the NRC requested that Houston Lighting & Power (HL&P) commit to provide the results of the South Texas Project fog monitoring program (preoperational and operational) within 60 days after results are available. Please consider this transmittal our written commitment to that effect.

As stated in a previous letter (see 7eference 2), Phase I of the program was intended to consist of one year of monitoring prior to Unit 1 commercial operation while Phase II would begin coinci,' nt with Unit 2 commercial operation and continue for one year. Pursuant to earlier discussions with the NRC staff (1985), HL&P initiated a visual fog monitoring program in June 1986.

Phase I of this program was also to consist to 1 year of monitoring prior to Unit 1 commercial operation with Phase II to begin coincident with Unit 2 commercial operation and continuing for 1 year.

During October 1986 the NRC staff required HL&P to implement an instrumented program. Due to delays in obtaining the required monitoring equipment from the manufacturer, commencement of instrumented monitoring is not expected to begin until April 1987.
